PNP backs President Mahama's Youth Ministry initiative (Daily Graphic, Friday, January 31, 2025 Page 18)

 The Youth Wing of the People’s National Party (PNP) has commended President John Dramani Mahama for his bold decision to designate an entire ministry to focus solely on the youth of Ghana.

The PNP, who described the decision as a progressive initiative, added that it would undoubtedly serve as a significant step towards identifying and addressing the pressing challenges faced by the youth, while paving the way for sustainable solutions to secure their future.

The National Youth Organiser of the PNP, Muniru Mohammed, in a statement dated January 28, 2025, also congratulated the Minister of Youth Development and Empowerment, George Opare Addo, whom they said had distinguished himself as a stalwart youth leader and a passionate advocate for youth-focused policies.

“The PNP Youth Wing is confident that his wealth of experience and unwavering commitment to youth empowerment will guide him in addressing the numerous challenges confronting young people in Ghana today," it said.

Caution

The party, however, cautioned the minister to avoid turning the ministry into an extension of the National Democratic Congress (NDC).

“Rather, we urge him to lead a ministry that serves all Ghanaian youth, regardless of political affiliations.

Ghana can only be built on a solid foundation when the youth unite to prioritise job creation over job-seeking, shed divisive political allegiances and embrace a nationalistic spirit that focuses on building a better a more inclusive Ghana,” it added.

While pledging the PNP’s Youth Wing’s full support and cooperation with any institution or initiative that sought to uplift the youth and bring meaningful transformation to their lives, the PNP stood ready to collaborate on strategies that empower the next generation to become active contributors to national development.

“The PNP Youth Wing looks forward to a ministry that truly represents the hopes and aspirations of all Ghanaian youth,” it said.

GPHA secures multi-purpose marine craft - Christens it MPV Gordon Anim(Daily Graphic, Tuesday, January 28, 2025 Page 22)


The Ghana Ports and Harbours Authority (GPHA), has secured a new marine craft, a multipurpose vessel (MPV) to enhance the operational capacities of Ghana’s ports and ensure the safety and sustainability of the marine domain. 

The 470 tonnes capacity craft, built in Turkey and equipped with marine pollution control, search and rescue, marine salvage, maintenance and repair systems, among other features, has been named after Gordon Anim, former Director of Port, Tema and Takoradi, who served the Authority for 35 years.

MPV Gordon Anim is a state-of-the-art multipurpose vessel, designed to cater to a wide range of maritime operations, from responding quickly to oil spills and other hazardous material discharges at sea to collecting floating debris or waste materials.

The MPV is designed to help address both environmental and operational challenges while improving the safety, efficiency and sustainability across the ports of Tema and Takoradi, and all fishing harbours.

Dynamism

Speaking at the christening ceremony last Friday at Tema, the Director of Tema Port, Sandra Opoku, on behalf of the Director General of GPHA, Micheal Lujuje, said the addition of MPV Gordon Anim to their fleet was not just a testament to the growth and dynamism of Ghana’s port industry but also a clear reflection of the Authority’s commitment to improving operational efficiency, fostering economic growth, and strengthening Ghana’s position as a leading maritime hub in the sub-region.

She said over many years now, the Port Authority had shown its determination in showing appreciation towards the contribution, commitment and dedication to duty by past selfless personnel who had in no small measure impacted the Authority, the Port Community and the Shipping industry in general, through various roles.

“It is, therefore, refreshing to have the venerable Gordon Anim and his family in our midst as we honour him this morning.

This should encourage all of us to continue to give our best in the line of duty, so that one day, even when we have left the Authority, our deeds and works will earn us a deserving honour and recognition, just like the one Mr Anim is having today,” she said.

Mrs Opoku gave the assurance that GPHA would continue to create an enabling and business-friendly environment to enable their stakeholders and partners to go about their work and business in the most stress-free manner. 

Capacity

Mrs Opoku said the inauguration of the new craft signified not only an expansion of GPHA’s capacity but also their readiness to embrace the future of maritime trade with advanced technology and sustainable practices.

“As we celebrate this achievement, let us also renew our commitment to operational excellence, environmental stewardship, and customer satisfaction.

“The commissioning of this vessel is a step forward in our shared journey towards achieving these goals and positioning Ghana as a maritime gateway to Africa and beyond,” she said. 

The Authority indicated that throughout Mr Anim’s 35 years of service, he embodied excellence, dedication, and hard work, adding that his legacy at GPHA was one of remarkable contributions that left an indelible mark on the organisation, hence the honour.

Mr Anim expressed appreciation to GPHA for recognising his contribution and expressed the hope that the gesture would inspire the current staff to do more for the organisation.

Tema Customs Collection exceeds 2024 target by 8.64% (Daily Graphic, Teusday, January 28, 2025 Back Page)

 

The Tema Collection of the Customs Division of the Ghana Revenue Authority (GRA) exceeded its 2024 revenue collection target by 8.64 per cent.

The sector collected a total of GH¢36.85 billion as against a target of GH¢33.9 billion.

The outgoing Sector Commander, Assistant Commissioner (AC) Christiana Odi-Adjei, disclosed this at a send off ceremony for her last Friday.

AC Odi-Adjei, who is bowing out after 33 years of service, attributed the achievement to the hard work and commitment of the staff.

AC Odi-Adjei was the first female sector commander for the Tema Collection. She assumed duty in 2023 at a time when Ghana was gradually recovering from the devastating effect of the COVID-19 pandemic.

During her tenure, the Tema Collection exceeded its target by 8.85 per cent in 2023 and 8.64 per cent in 2024.

Pull-out, handover

Following her departure, the Tema Collection would now be under the leadership of Assistant Commissioner Theresa Potakey, who was the second in command at the Tema Collection and has served in various capacities at various divisions of the service.

In line with the service tradition, the Customs Division held a farewell parade and a pull-out ceremony for Mrs Odi-Adjei at the forecourt of the Long Room in Tema.  Dressed in a ceremonial uniform, the outgoing Sector Commander inspected a Guard of Honour by personnel of the Customs Division.

Mrs Odi-Adjei after the inspection of the parade, officially handed over the command baton to AC Potakey, signifying a successful transfer of authority.

The parade was followed by a pull-out ceremony, a symbolic event to signify her retirement from the service.

Commendation

Mrs Odi-Adjei commended team members for their contribution towards the growth and expansion of the Tema Collection since she assumed office.

“As I pass the baton to my successor, AC Theresa Potakey, I would like to take a moment to reflect on the journey we have shared. We have faced challenges, overcome obstacles and achieved greatness together.

“I am so proud of what we have accomplished. This team is in good hands and I have absolute confidence that she will take the collection to greater heights,” she said.

Leadership

The Commissioner, Customs Division of the GRA, Brigadier General Ziblim Bawah Ayorrogo, lauded Mrs Odi-Adjei for her steadfast attitude and diligence to duty, stressing that her leadership, after taking over the critical role as Tema Sector Commander, had demonstrated her ability to manage complex operations and with positive outcomes.

He said Mrs Odi-Adjei’s career was a testament to her tireless dedication, deep knowledge and commitment to the Customs Division, adding that her legacy was one of professionalism, innovation and service excellence.

Brig. Gen. Ayorrogo said the outgoing sector commander had shown leadership and the incoming sector commander and her staff must be inspired and work harder to set new benchmarks of achievement.

“As you know, Tema is the revenue heartbeat of the Customs Division. This year, 2025, presents another opportunity to mobilise more revenue and I urge all to work together as a team to exceed and double the target for 2025,” he said.

AC Potakey, on behalf of the management and staff of the Customs Division, pledged to build on the successes of the outgoing sector commander to shape the organisation and move it to the next chapter of enhanced efficiency, trade facilitation and improved revenue mobilisation.

Elsie Initiative Fund constructs 200-bed female accommodation facility for GAF (Daily Graphic, Saturday, January 25, 2025 Page 27)

 


A 200-bed female accommodation facility has been inaugurated for military personnel at the Army Recruit Training School at Shai Hills in the Greater Accra Region, to augment the accommodation needs of the Ghana Armed Forces (GAF).

The project, which was funded by the Elsie Initiative Fund (EIF) for Women in Peace Operations, marked a major milestone in the ongoing efforts to create a more inclusive and supportive environment for women in the GAF.

The Elsie Initiative Fund, launched by the Government of Canada in 2017, is dedicated to increasing the meaningful participation of women in United Nations peace operations. 

Through such funding initiatives, the EIF hopes to make strides towards removing systemic barriers to ensure the involvement of women in peace and security efforts globally.

EIF project

The facility was designed to address the deficit in female accommodation, one of the key barriers to female participation in military roles.

This is the second of such EIF-funded projects in Ghana, having previously funded the construction of a gender-sensitive 100-bed female accommodation facility at the Army Special Operations Training School, Daboya, in the Savannah Region in May 2024. 

Ceremony

The inauguration of the facility yesterday attracted the presence of the Gender Advisor to the Chief of Defence Staff, Group Captain

Theodora Agornyo, the Director-General of International Peace Support Operations at the General Headquarters, Brig. Gen. Augustine Asiedu, and other Commanders from the GAF.

Speaking at the function, the General Officer Commanding (GOC) Southern Command, Brig. Gen. Samuel Yeboah Asare, said traditionally, the structures in place for recruits and other training in the GAF had been geared towards the training of male recruits and other officers.

He indicated that in line with global trends of gender equality and the UN agenda on women's peace and security, the GAF had increased its intake of female trainees in all its training institutions.

He said in 2024, the Army Recruit Training School trained 830 recruits out of which 224, representing about 30 per cent, were females, the highest number of females trained by the school so far.

Brig. Gen. Asare, however, noted that the existing facilities were inadequate for the training of the increased number of female recruits.

He said the female recruits were housed in wooden structures, necessitating the collaboration between the GAF and the EIF for the construction of a gender-sensitive facility.

He said GAF took issues of gender inclusivity very seriously and this had been manifested in the number of women deployed to UN peacekeeping missions over the years.

The UN’s Senior Gender Specialist, Dr Afua Ansere said the facility, funded through a $1.5 million project, demonstrated Ghana’s strong commitment to addressing structural barriers that limited women's participation in peacekeeping.

Dr Ansere, who spoke on behalf of the Fund Manager of the Elsie Initiative Fund, Deborah Warren Smith, commended the GAF for consistently showing strong leadership and making gender inclusivity a key priority, adding that it had continued to champion initiatives that promoted the recruitment, retention and deployment of women, ensuring they were prepared to serve in diverse roles, including combat and leadership.
"It is also important to acknowledge Ghana's broader efforts to increase the representation of women in peacekeeping. As one of the top contributors of uniformed women to UN missions, Ghana continues to demonstrate how institutional reforms can drive global progress,” Ms Ansere said.

Influence
A Counsellor at the Canadian High Commission in Ghana in charge of Political and Public Affairs, Elsa Mouelhi-Rondeau, said by deploying more women to UN peace operations, troop and police-contributing countries were even better placed to deliver on their mandates and protect civilians.
She said peacekeeping units that included women could more easily gain the trust of populations affected by conflict and, therefore, obtained important insights and intelligence allowing them to protect all segments of the population, as well as themselves.
Ms Mouelhi-Rondeau said recruitment and training were the beginning of the journey of a peacekeeper, adding that this important step set the tone for soldiers' careers; hence, by providing safe, convivial and inclusive environments that were well adapted to women’s needs, the Ghana Armed Forces would become more attractive to young women, ensuring that they would retain the talent and skills of those recruited, and allow more women to be able to reach their full potential and contribute their skills.

2024 in Retrospect Tema, environs record mixed bag of activities( Daily Graphic, Monday, January 20, 2025 Page 23)

 

The year 2024 was one that saw the port city of Tema and its environs witness the inauguration of some projects to enhance the economy of the country and improve living conditions.

These include energy, transport infrastructure and agriculture sectors.

The year 2024 in Tema started on a bright note with former President Nana Addo Dankwa Akufo-Addo inaugurating a $2billion oil refinery, Sentuo Oil Refinery Limited, at the Tema industrial hub in January 2024.

The project situated on a 100-acre land, was under the One District, One Factory (1D1F) policy and could refine five million barrels of oil per annum.

Another project that saw the light of day was a 200-megawatt Ghana Bridge Power Plant at Kpone, near Tema, in the Greater Accra Region in November.

The project constituted the first phase of a 515MW bridge power plant owned and developed by three parties: Endeavour Energy Limited, a leading US independent power development and generation company focused on West Africa; General Electric (GE) Vernova, a world leader in gas turbine technology, and a Ghanaian partner, Andaris Energy, an independent energy trading company, at an estimated $1.2 billion.

Also the phase two of the Tema Motorway Interchange in the Greater Accra Region was inaugurated by former President Akufo-Addo in December 2024.

The second phase is a full three-tier interchange, with the flyover on Tema Harbour, south side to Akosombo, north side, bound on the road.

Another project inaugurated in November 2024 by former President Akufo-Addo was the 97.7- kilometre Tema-Mpakadan standard gauge railway line and two modern Diesel Multiple Unit (DMU) trains at Tema with the aim of reviving the country's rail transport.

The flamboyant ceremony fully compensated for the agony of the April 18, 2024 test-run mishap, which temporarily threw the initial plans out of gear.

Industrial actions

Freight forwarders in Tema during the year under review embarked on a protest against what they termed exploitative practices by shipping lines in Ghana.

The Ghana Institute of Freight Forwarders (GIFF), in collaboration with the Association of Customs House Agents of Ghana, Freight Forwarders Association of Ghana, Customs Brokers Association of Ghana, and a coalition of trade associations converged on the premises of GIFF to press home their demands.

They explained that the protest was aimed at raising awareness of unfair fees and practices imposed by shipping lines, which were negatively affecting Ghana’s economy and businesses in the logistics and trade sectors.

Fuel tanker drivers operating in Tema in May 2024 also declared a sit-down strike over what they said were bad conditions of service. Members of the Ghana National Petroleum Tanker Drivers Union said an already agreed policy framework aimed at enhancing their salaries and other working conditions, which has been pending since November 2023, was not being implemented. Following their action, the National Petroleum Authority and other regulatory bodies stepped in to resolve the concerns of the drivers.

Water crisis

During the year under review, students and staff of the Ningo Senior High Technical School in the Ningo Prampram District in the Greater Accra Region heaved a sigh of relief following the construction of a mechanised water system for the school.  

The water system, expected to improve access to potable water for the students and staff, was funded by the United Dangme Association of USA Incorporated (UDA-USA Inc).

The school, which has a population of 1750 students with majority being females, has for a number of years been grappling with water issues.

 Business

The shipping business also witnessed some strides with Mediterranean Shipping Company (MSC), one of the leading shipping companies in the maritime industry, inaugurating an ultramodern office building in Tema in April 2024.

The Ghana Ports and Harbours Authority (GPHA) also inaugurated four new boats to enhance its operations at the Tema and Takoradi ports.

The two pilot launchers and security patrol boats, which were commissioned in April 2024, were aimed at improving services at the ports.

The pilot boats are to transport maritime pilots between the shore and inbound ships to ensure efficient and safe embarking and disembarking from vessels, while the security boats will add to the GHPA's security infrastructure to enhance the port's international ship and port facility security compliance, as well as security within the anchorage to avert threats of terrorism, smuggling, illegal immigration, piracy and unauthorised access to sensitive sections of the port.

Other businesses such as Zonda Tec Ghana Limited and Shantui Construction Machinery Co. Ltd also established a training centre to provide hands-on training for young people in Ghana in the area of Heavy-duty vehicle assembling and maintenance in April 2024

The partnership includes a service centre and a truck-assembling unit for bulldozers, road rollers, loaders and excavators as well as spare parts.

The move was expected to make Shantui Construction Machinery Co. Ltd products and services available to key market players in Ghana.

Crime

Two persons died following a clash between some youth and navy personnel at Tema Manhean in the Greater Accra Region on the evening of Friday, April 12, 2024.

The youth, as part of the Kplejoo festival had embarked on a street procession and on arrival at the street in front of the Eastern Naval Command, a misunderstanding ensued between the youth and the ratings on duty. In the process, a vehicle belonging to the Navy was allegedly destroyed by some youth in the crowd.

In the ensuing fracas between the youth and the ratings, two persons were killed through gunshot wounds. 

Agriculture

In May last year, South Korea unveiled its investment package in Ghana’s rice production at the Dawhenya Irrigation Scheme in the Greater Accra Region.

Known as the K-Ricebelt project, it is aimed at providing small farmers in the beneficiary countries with resilient rice varieties to combat the challenges posed by the climate crisis. 

A marine research vessel (R/V), Dr Fridtjof Nansen, during the year under review, docked at the Tema Port after completing an ecosystem survey in Ghanaian waters.

The survey was part of the Ecosystem Approach to Fisheries (EAF)-Nansen Programme that the Food and Agriculture Organisation, Norway and other partners are helping Ghana to implement.

Still on irrigation, the second phase of the project to refurbish the Kpong Irrigation Scheme (KIS) commenced in October 2024

The second phase aims to offer access to irrigation water to smallholder farmers, private commercial farmers and other stakeholders.

 Entertainment

On the entertainment front, a Tema based professional music producer and sound engineer Manasseh T. Nartey, who goes by the stage name Forqzy Beatz, staged an attempt to set a Guinness World Records Rec-A-Thon for 100 hours in March 2024.

Another compatriot, a Ghanaian Chef, Gertrude Osei Mensah, also staged an attempt to break the Guinness World Record longest baking marathon by an individual in June 2024.  Both were unsuccessful in their bids.

Former GPHA Director urges NDC sympathisers to exercise restraint in their protests at public institutions (Online, January 9, 2025)

 


 

 

 

 

 

 

 

 

 

 

 

A former Director of Port at the Ghana Ports and Harbours Authority (GPHA), Jacob Kwabla Adorkor, has urged some agitated youth, said to be sympathisers of the National Democratic Congress (NDC), to exercise restraint in their protest against the removal of some top managers of public institutions.  

Addressing a group of irate youth who stormed the premises of GPHA in Tema on Wednesday, January 8, 2025, demanding the immediate exit of appointees of the previous government, Mr Adorkor cautioned them to allow for proper handing over and investigations to be carried out.  

Mr Adorkor, who served GPHA between 1989 and 2019 in various capacities, including as Port Operations Manager, Stevedore Manager, and Director of Port at Takoradi Port, advised the protesters to be patient, assuring them that their grievances had already been addressed by the party hierarchy.  

The protesters targeted key establishments, including TDC Ghana Ltd, Tema Oil Refinery (TOR), Volta Aluminium Company Limited (VALCO), GPHA, and Cocobod, calling for the resignation of top managers appointed under the former administration.  

Mr Adorkor, who was reassigned in 2017 to the Ministry of Transport as Technical Advisor of Maritime Affairs until his retirement in 2019, stated that he had been dispatched by the NDC office to address the aggrieved party members.  

“We are only waiting for a day or two for the proper things to be done. But take note, we have taken over, and because we have taken over, there should be proper handing over. If we want to do proper investigation, then we need proper handing over,” he said.  

He further urged the party members to allow for proper procedures, emphasising that, “if you don't want proper investigation, a lot of things you will not know, so let us take our time. We are already in control, and we will make sure everything is done appropriately to your satisfaction.”  

Mr Adorkor also assured the protesters that the party leadership would address their concerns.  

Background

In June 2019, the Supreme Court ruled that the removal of heads of public corporations as a result of a change of government was unconstitutional.  

In a unanimous decision, a seven-member panel of the court, presided over by the Chief Justice, Justice Sophia Akuffo, held that per Article 190 Clause 1(b) of the 1992 Constitution, public corporations were part of the Public Services of Ghana. Therefore, such persons were public service officers whose appointments were protected by the Constitution.  

According to the court, the appointments of such public service officers were governed by Article 195 of the Constitution.  

The removal of such public service officers, the court ruled, must be done in accordance with the terms and conditions of their contract of engagement, or it must be justified, as stipulated in Article 191 of the Constitution.  

Article 195 Clause 1 of the Constitution gives the President the power to appoint public service officers, but only with the advice of the governing board of the specific corporation, “given in consultation with the Public Services Commission.”  

Article 191(b) states: “A member of the public service shall not be dismissed or removed from office or reduced in rank or otherwise punished without a just cause.”  

By its decision, the Supreme Court repealed a section of the Presidential (Transition) Act 2012 (Act 845) which terminated the appointments of chief executives or director-generals of public corporations, statutory boards, and authorities upon the assumption of office by a new President.  

“To the extent that Section 14 of the Presidential (Transition) Act 2012 (Act 845) requires the chief executives or director-generals (however described) of public boards or corporations to cease to hold office upon the assumption of office by a person elected as President of the Republic of Ghana, the same is hereby declared to be unconstitutional and void for being in contravention of Articles 190 and 191 of the Constitution,” the court held.  

The unanimous decision of the court was read by Justice Professor Nii Ashie Kotey, with Justices Jones Dotse, Sule Gbadegbe, Anthony A. Benin, Samuel K. Marful-Sau, and Nene Amegatcher concurring.

Irate youth storm public institutions in Tema - Demand exit of NPP appointees(Daily Graphic, Thursday, January 9, 2025 (Back Page )


A group of young people stormed the premises of some public institutions in Tema in the Greater Accra Region yesterday, to demand the exit of appointees of the previous
government.

The angry youth, clad in red, thronged the premises of TDC Ghana Ltd and Tema Oil Refinery (TOR), Volta Aluminium Company Limited, (VALCO), demanding the resignation
of top managers.

One of the aggrieved protestors, Kwame Dankwa, told journalists: “We do not want any appointee of the previous administration to remain in office” as they went about locking up some offices.

“‘As you can see we didn’t cause any commotion, we don’t have any problem with anybody, we came here to perform a task.

However, if we come back or get information that they are doing something different, that will be a different story,” Dankwa stated.

The chaotic scenes resulted in an altercation between some workers of the institutions visited and the youth, forcing some of the workers to
flee. 

A timely deployment of police personnel from the Tema Regional Police Command prevented the physical assault on the workers.

We are ready to support incoming NDC administration - PNP's new year message (Graphic Online, January 1, 2025)


 

The People’s National Party (PNP) says it is committed and ready to support the incoming John Dramani Mahama led administration.

“If you ever need any of our policies or assistance, they are readily available. Ghana must come first before political symbols and affiliations. Let us all work together to build a united and prosperous Ghana for future generations,” the PNP stated in its new year message issued by chairperson and leader, Janet Asana Nabla.

While congratulating the President-elect, on the mandate entrusted in his hands, she encouraged him to use his regime to create a meaningful and lasting impact on the lives of Ghanaians. 

“We urge you to focus on building a better Ghana rather than engaging in the witch-hunting of political opponents. Leadership requires vision, fairness, and humility to serve all citizens, regardless of their political affiliations.”

The PNP also admonished the President-elect to seek God’s guidance in choosing his appointees, stressing that “some individuals may appear loyal but are merely bootlickers who will praise you even when your actions deviate from the right path, solely to gain favour. Such individuals can be detrimental to your administration’s success. “

The PNP also urged the incoming president to be bold to fire appointees who fail to perform or exploit their positions for personal gain emphasising that Ghana deserves leaders who work selflessly for the common good. 

“We wish to assure you that constructive criticism from the PNP does not stem from hatred for your government. Instead, it reflects our commitment to helping you succeed in building a better Ghana. Our feedback aims to ensure that every decision you make is in our nation's and its people's best interest. 

The PNP also called on Mr. Mahama to swiftly implement the Affirmative Action Law (Gender Equality) Act 2024, which mandates that women constitute a minimum of 30 per cent of members in key decision-making bodies, in his government.

“This progressive increase aims to reach 50 per cent representation by 2030, promoting gender equity and inclusivity in our nation’s development.” the PNP Leader said
