GNFS investigates fire outbreak at Ashaiman Middle East scrap yard (Graphic Online, Tuesday, December 31, 2024)

The Ghana National Fire Service (GNFS) is investigating the cause of a fire that engulfed a scrap yard at Ashaiman Middle East on Monday, December 30, 2024.

The Monday afternoon blaze destroyed approximately 17 metal containers and their contents.  

The Public Relations Officer of the GNFS, Tema Region, Divisional Officer (DO) Grade II, Ebenezer Yenzu, informed journalists at the scene that a combined fire service crew from seven fire stations was deployed to contain the situation and bring the fire under control. Fortunately, no casualties were reported.  

DO II Yenzu highlighted the prevailing dry weather conditions as a possible contributing factor to the incident and appealed to the public to adopt precautionary measures to prevent similar occurrences.  

He also called on members of the public to volunteer information to assist in determining the cause of the fire.

The Tuesday fire at the warehouse of the Saglemi Affordable Housing project was started by some labourers who had been engaged to clear the camp site for actual redevelopment to start.

In the process, the labourers set fire to clear some weeds they had gathered; however, the fire got out of control and spread to one of the external warehouses containing expired materials. 

The Ghana National Fire Service was therefore called in to handle the situation.

The Managing Director of Quarm-LMI Consortium, Kofi Adabor Ofori-Amanfo, has given the assurance that the warehouse fire will not impact the project.

Two sheds, which serve as warehouses and are located 477 meters from the existing housing project, caught fire on December 24, 2024.

In an interview with journalists after the fire on Wednesday, December 25, 2024, the Managing Director of Quarm LMI, Kofi Adabor Ofori-Amanfo, noted that the affected warehouse contained cartons of plumbing materials and some pipes used in the previous estate development.

He emphasized that this destruction would not affect the progress of the project under the new management.

He stated that the damaged materials had expired, adding that most of them would not be reused when the project restarts in 2025.

Cause of fire

Touching on the cause of the fire, Mr. Ofori-Amanfo said some labourers had been engaged to clear the camp site for actual redevelopment to start. 

He explained that in the process, the labourers set fire to clear some weeds they had gathered, but the fire got out of control and spread to one of the external warehouses containing the expired materials.

He said personnel from the Ghana National Fire Service at Sege were called in to handle the situation.

Mr. Ofori-Amanfo reiterated that the houses at the scheme had not been affected by the fire, adding that the two sheds contained cartons of plumbing materials and pipes that were used in previous works.

He clarified that most of the burnt materials had expired and would not be reused under the current development, which will start next year.

Mr. Ofori-Amanfo debunked assertions that documents were lost, stressing that the affected shed was not an office.

The MD said the fire incident would not impact the project since new materials would be brought in to complete it.

Saglemi Intact

The Minister of Works and Housing, Kojo Oppong Nkrumah, who was accompanied by the Chief Director of the Ministry to the site on Wednesday morning, emphasized that contrary to speculation that the housing project had been burnt, the project was still intact.

While waiting for the investigative report from the Ghana National Fire Service into the warehouse fire, the Minister admonished the developer to adhere to the relevant regulations and building codes as they prepare to start the redevelopment and also stick to agreed timelines.

Selection

Quarm-LMI Consortium was selected in October 2024 as the preferred developer to complete the Saglemi Housing project. 

This followed the conclusion of negotiations and the receipt of a report on negotiations from a government team comprising representatives of the Ministry of Works and Housing, the Office of the Attorney General and Ministry of Justice, the Ministry of Finance, and Deloitte, with technical evaluation support from the Ghana Institute of Surveyors.

The company is expected to complete the 1,506 Saglemi housing units, which will then be sold to the public, with a focus on salaried employees and workers' unions.

RMU ready to partner next govt to equip youth with employable skills (Daily Graphic, Friday, December 20, 2024 Page 38)


The acting Vice-Chancellor of the Regional Maritime University (RMU), Dr Jethro Wilbert Brooks Jnr, has declared the university’s commitment to partnering the next government to provide young people with critical employable skills.  

He said Technical and Vocational Education Training (TVET) and apprenticeship training held the key to reducing the rising rate of youth unemployment, promoting innovation, and addressing social issues in Ghanaian communities.

“The promised apprenticeship programme is so vital for empowering our youth and enhancing our workforce to create pathways for skills development that will meet the demands of the economy in Ghana and the world at large,” Dr Brooks said at a ceremony to graduate the sixth batch of skilled mobile crane and forklift trainees at the RMU campus at Nungua in the Greater Accra Region last  Wednesday.

A total of 54 graduates, including four women, received certificates in Forklift and Mobile Crane operation having completed an intensive eight-week training programme in the discipline.

The training is a partnership between the RMU and the National Association for Heavy-Duty Equipment Operators Ghana (NAHOEG) under a Memorandum of Understanding signed in 2022 to enhance the skills of operators by equipping them with the needed skills and knowledge, thereby making their profession more relevant to society and the job market.

Empowerment

Dr Brooks said being the apex maritime training institution in West Africa, RMU was prepared to use its fully developed and approved Ghana Maritime Authority Marine Engine Mechanic (MEM) programme, a six-month youth development programme for preparing ratings for sea-going purposes, as well as the university’s two and four years traditional training programmes to provide young people with greater opportunities in the job market and empower them to contribute meaningfully to national development.

“With the MEM programme, one does not need a West African Examinations Council (WAEC) certificate. All you need is to know how to read and write,” he said, adding that after seven months of training and vetting, a graduate could be on sea for the first nine to twelve months.

Dr Brooks Jnr disclosed that currently, four major shipping lines took approximately 200 graduates every year and were still asking for more.


He reiterated RMU’s dedication to fostering youth employment, which he described as pivotal for regional security and development.

The President of NAHOEG, Dominic Kofi Eyiah, encouraged the graduates to embrace the responsibility to contribute to the development of Africa by effectively utilising the skills and knowledge gained to make a meaningful impact. He also advised the graduates to uphold high standards of professionalism.

The Member of Parliament (MP) for the Krowor Constituency, Agnes Naa Momo Lartey, acknowledged RMU’s role in aligning their training offerings with the demands of the job market, ensuring that graduates were well-prepared for employment.

She said such training programmes fitted perfectly in the 24-hour economic policy of the President-elect, John Dramani Mahama, where factories and production plants would require such essential skills to contribute to production and enhance productivity.


The MP for Ledzokuku Constituency, Benjamin Narteh Ayiku, also admonished the graduates to utilise the skills received from the university to the benefit of the nation

Election 2024: Green wave in Accra, what accounted for it? (Daily Graphic, Friday, December 20, 2024. Page 17)

 Prior to the 2024 general election, the New Patriotic Party (NPP) had a firm grip on the Greater Accra Region, with as many as 20 seats, while the National Democratic Congress (NDC) held on to 14 seats.

However, the outcome of the December 7, 2024, polls saw the NDC and NPP swapping places, with the NDC having a firm grip on the nation’s capital. Provisional figures show the NDC has 31 of the 34 seats in the region.


Not only did the NDC put up a strong showing in its traditional strongholds in the region but also flipped seats that the party has never won in the history of the Fourth Republic.

Some of the seats that the NDC overturned were Tema West, Ayawaso Central, Ngleshie Amanfrom, Okaikwei South, Dome Kwabenya, Ablekuma West and Tema Central constituencies.

 

Coastal sweep

The NDC also made a clean sweep of the coastal constituencies, including Ningo-Prampram, Klottey Korle, Kpone-Katamanso, Krowor, Ledzokuku, Sege, Ada, Ablekuma South, La Dadekotopon, Odododiodio and Tema East to cement its dominance of the Greater Accra Region.

Other constituencies secured by the NDC were Dodowa, Abokobi-Madina, Ashaiman, Okaikwei North, Amasaman, Ayawaso East, Ayawaso North and Domeabra/Obom among other areas. 
 

Reflections

Speaking to the Daily Graphic in separate interviews, some political players in the region described the outcome as a reflection of the difficult economic situation, disaffection arising from the government’s ineptitude and disenchantment in the performance of the Nana Akufo-Addo/Bawumia-led government.

A frontline political actor of the NDC and a former Chief Executive of the National Health Insurance Authority (NHIA), Sylvester A. Mensah, described the performance of the NPP as an indication of the disaffection arising from the general perception of corruption and also the mismanagement of the economy.

Mr Mensah said the NDC did a survey and beyond the survey embarked on a house-to-house campaign to speak to the people directly and to get them to understand what the real issues were and how to address the challenges.

He said the outcome of the elections was the manifestation of real anger by the electorate.

“The outcome of the elections was a manifestation of real anger that was expressed loudly by the electorate,” he said.

With respect to the seats that were flipped by the NDC, Mr Mensah attributed it to a better campaign strategy and convincing people to vote for the NDC.

Leadership failure

The NPP Constituency Chairman for Tema West, Kwasi Poku Bosompem, viewed the defeat of the NPP in the Greater Accra Region as an internal challenge, stressing that as a leader he believes leadership at all levels, himself included, let the people down.

“We really, really let the people down. The aspirations and hopes the people had in us were not met,” he said.

He said there were many things that party people spoke against the NPP government but those who had the power failed to implement them, adding that some of the government’s appointees also contributed to the massive defeat the NPP witnessed in Accra in this year’s elections.

“How come in Tema Central, we are standing here fighting over 14 votes and in Tema West, we lost overwhelmingly. We need to go back to the drawing board and interrogate what really went wrong,” he said

He stressed the need for leadership to reach out to the people to explain and seek an opportunity to right the wrongs.

Lessons learnt

The Vice Chairman of the National Fisheries Association of Ghana (NAFAG), Richster Nii Amarh Amarfio, said the outcome of the elections in the Greater Accra Region reflected the fact that people vote not because they belong to a political party but assess prevailing circumstances to decide who to vote for.

He said when the policies were not gelling with the livelihood situation of people, they tended to vote in accordance with that.

“We are fortunate to have gone through this second term of the NPP without mass civil disobedience and I am sure we are taking our lessons so that next time the youth may not wait for an election to register their protest but protest in a way of the Arab Spring,” he said.

He expressed the hope that lessons have been learnt and was optimistic that parties that win elections would address the needs of the people.

Comeback

The Greater Accra Chairman of the NPP, Divine Agorhom, noted that apart from the general apathy, the NDC adopted intimidation tactics on EC officials and the state security at collation centres to overturn some of the results in some constituencies, citing Tema Central and Okaikwei Central as an example.

He also said people were disenchanted, adding that “people are somehow demotivated and it was difficult to get them to come out to vote.”

It is obvious that the NDC’s superior campaign strategies played a critical role in the party winning the Greater Accra Region, as general apathy, gross disaffection, and perceived corruption affected the NPP’s lacklustre performance.

I’ll prioritise road projects in Ningo-Prampram — Sam George (Daily Graphic, Wednesday, December 11, 2024. Page 19)

 

The National Democratic Congress (NDC) Member of Parliament-elect for Ningo Prampram in the Greater Accra Region, Samuel Nartey George, has pledged to prioritise the construction and completion of major roads in the constituency.

He said he was looking forward to the major developmental agenda of the constituency under the Presidency of John Mahama and himself as MP for the next four years.

He said he lobbied and got a contract signed under the current New Patriotic Party (NPP) government for the Old Ningo to Mangotsonaa road and then for the Afienya to Dawhenya road but no monies had been released for those projects to take off.

Mr George said he would lobby for the release of funds for those projects to take off as well as the resumption of works on the Prampram to Kpone and Old Ningo to Tsopoli roads.

Polls outcome

The Electoral Commission (EC) declared him winner of the Ningo–Prampram Parliamentary elections, Mr George ,who is the incumbent MP for Ningo Prampram, retained his seat after he polled 44,934 votes to defeat his main contender, Micheal Tetteh-Eku of the NPP who secured 12,182 votes.

Two independent candidates, Fredrick Forzie and Evans Tetteh Nartey had 275 and 1,404 votes respectively.

The elections in the constituency were generally peaceful. Voter turnout was, however, low. The constituency had 206 polling stations and 104,044 registered voters. However total votes cast was 59,308 while 513 were rejected.

Appreciation

Mr George expressed appreciation to the constituents for the confidence reposed in him by the electorate and pledged to work with them under the new John Mahama administration to ensure that the people of Ningo-Prampram got their benefits from the Women's Development Bank, the National Apprenticeship programme and the several programmes that the new president has in place.

He stated that the NDC would also use its Majority caucus in Parliament to work in the interest of the people adding that within the first 120 days in office, the new NDC administration would scrap E- Levy and betting tax.

He said the majority of seats secured by the NDC was going to be used to work tirelessly in the ninth Parliament to promote the interest of Ghanaians.

“The NDC super majority is not going to be like the NPP who cheated and stole money from Ghanaians but we will make sure Ghanaians get the better lives they deserve,” he said.

PWDs call for equal voting opportunities - Candidates in Ashaiman sign peace pact (Daily Graphic, Tuesday, December 3, 2024 Page 19)

The Vice-Chairman of the Ghana Blind Union in the Ashaiman Constituency, Winfred Nyarko, has called on electoral stakeholders to continuously engage with Persons with Disability (PWDs) to ensure equal access to voting as Ghana prepares for the elections on December 7, 2024. 

Speaking to the Daily Graphic on the sidelines of a consultative dialogue and constituency-level peace pact signing event held at Ashaiman, Mr Nyarko said PWDs in the constituency believe that political parties, the Electoral Commission (EC), security agencies, National Commission for Civic Education(NCCE), the EC, NCCE and other stakeholders have ignored them.

He said PWDs faced numerous barriers to participation in political and electoral processes and urged stakeholders, including the EC, to empower them on the use of tactile jackets and other electoral processes to facilitate independent voting.

The consultative dialogue was facilitated by the Greater Accra Regional Peace Council and the NCCE as part of a series of engagements for some selected hotspot constituencies in the region, with funding from the United Nations Development Programme, the British Council and the United Kingdom Foreign Commonwealth and Development Office.

Proactive

He appealed to the election authorities and political parties to take proactive steps to remove barriers and offer reasonable accommodations at polling stations on election day.

Mr Nyarko also urged political parties to engage with PWDs to understand their need and offer specific commitments to address issues of accessibility.

Peaceful Elections

The Executive Secretary of the Greater Accra Regional Peace Council, Henry Attoh Okai, said the consultative dialogue and peace pact was not only timely but also vital in the Council’s quest for a peaceful election, come December 7.

He said the dialogue and peace pact was to help guide the conduct of the political parties and their supporters to promote peace in the country, adding that it was also to encourage political tolerance and consensus building amongst the parties as well as promote decency in the media space.

Mr Okai urged the parties to adhere to the terms of the peace pact to help consolidate the country's democratic credentials.

Conscience

The Ashaiman Municipal Commander of the Ghana Police Service, Assistant Superintendent of Police, Isaac P.K. Avornorkadzi, said the security agencies were ready to provide the needed security for the elections and appealed to the parties to cooperate with the security agencies to promote sustainable peace.

Peace pact

The New Patriotic Party (NPP), the Liberal Party of Ghana (LPG), and the Progressive People’s Party (PPP) in the Ashaiman Constituency signed a peace pact to promote sustainable peace before, during and after the 2024 general election. The National Democratic Congress was absent.

Customs Brokers Association advocates Eco-friendly shipping (Graphic Business, Tuesday, December 3, 2024 Page 11)

                                                                 

 

 The Customs Brokers Association of Ghana (CUBAG) has held its Annual General Meeting (AGM) for 2024 with a call on brokers and freight forwarders to start dialoguing and advocating for an industry climate action plan that highlights a transition from fossil fuels to green energy sources and a sustainable future.

The event, under the theme; ÒTogether Ð Innovating Pathways to SuccessÓ brought together industry players across the country to deliberate on issues affecting the association and the shipping industry in the country.

Speaking at the AGM on Saturday, November 30, 2024, the President of CUBAG, Nana Fredua Agyemang Ofori-Atta said as shipping lines were being pressured to shift towards a low to zero carbon path which calls for accelerated energy transition and adoption of green technologies and cleaner alternative fuels, there was the need for brokers and forwarders to position themselves to transition alongside.

He said the government must balance investment and trade solutions to address climate challenges, stressing that this calls for a concerted industry-wide advocacy for a strategic policy shift.

Ghana needs a gradual transition from trailers to freight trains that run on green or renewable energy sourcesÓ he said 

Nana Ofori-Atta said another untapped resource was the exploitation of inland water ways for coordinated freight transportation adding that these would save the nation the high cost of road infrastructure development, required maintenance, associated road traffic accidents (RTAs) and fatalities, improve transit times while boosting cross-border trade, especially with GhanaÕs land-locked neighbours.

Risk assessment 

Nana Ofori-Atta  also stressed the need for members to integrate risk assessment and vulnerability reduction criteria, as well as increase their digitalization and data driven method in their business models.

Satisfaction 

Deputy Commissioner of the Customs Division of the Ghana Revenue Authority, in charge of Operations, Emmanuel Gilbert  Ohene, on behalf of the GRA Commissioner of Customs, Brigadier General Zibrim Ayorrogo, noted that it is important for freight forwarders in the country to uphold higher ethical standards in the discharge of their duties to ensure that importers get the derived satisfaction from their services.

He said the future of GhanaÕs shipping industry layed in the  collective hands of brokers and forwarders stressing it was only through collaboration and innovation that all stakeholders could address the challenges facing the industry while positioning themselves for future success.

ÒAt Customs, we are mindful of the changing dynamics of global trade, driven by technology, evolving trade agreements, and heightened security concerns. In response, we are committed to modernizing our operations to align with international best practices.Ó He said 

The General Manager in-charge of Marketing and Corporate Affairs at the Ghana Ports and Harbours Authority (GPHA), Esther Gyebi-Donkor, who chaired the function on behalf the Board Chairman of the Authority, Isaac Osei underscored the importance of the theme because the industry was dynamic and there was the need for brokers and forwarders to  be resilient and sustainable and position themselves to positively influence the shipping industry.

Solidarity 

Some executives from the Association of Customs House Agents Ghana, the  Ghana Institute of Freight Forwarders  Importers and Exporters Association of Ghana, AND GPHA were present to solidarize with members of CUBAG 

The Tema District Secretary of GIFF, Samuel Addy underscored the need for collaboration among the various trade association in the sector to effectively and efficiently facilitate trade and not fraud, embrace technology and artificial intelligence and promote ethically behavior among brokers and forwarders.
