Journalists charged to play role towards peaceful elections (Daily Graphic, Monday, April 29, 2024 Page 13)

Ahead of the December 7 general election, journalists and media houses have been urged to play their roles effectively to help preserve the country’s peace and democracy.

Speaking to the Daily Graphic on the sidelines of a two-day capacity-building workshop for media professionals on electoral reforms, the resource persons stressed the need for journalists to be well-versed in election timelines, processes and laws to ensure a successful outcome.

The resource persons included the Executive Secretary of the National Media Commission (NMC), George Sarpong; the National Coordinator of the Coalition of Domestic Election Observers (CODEO), Albert Arhin; a Senior Programme Officer at the Centre for Democratic Development, Ghana (CDD-Ghana), Michael Augustus Akagbor, and a private legal practitioner, Samson Lardy Anyenini.

The Convener for the Affirmative Action Bill (AAB) Coalition, Sheila Minka-Premo, also solicited the support of the media to advocate the passage of the Affirmative Action and Gender Equality Bill into law by Parliament.

2024 General election

On December 7, 2024, Ghanaians will head to the polls to elect a new President, as well as 275 members of Parliament. This will be the country’s ninth general election since the inception of the Fourth Republic in 1992.

Critical roles

Mr Sarpong said the media played a key role in electoral processes as candidates and political parties depended on access to the people. He, therefore, called on journalists to ensure that everybody followed laid down rules.

“That should also imply that journalists must familiarise themselves with the rules to make sure they thoroughly understand what is expected of them to ensure everybody else also complies.”

He entreated media houses to create space for peacemakers such as the National Peace Council (NPC), regulatory authorities, the National Commission for Civic Education (NCCE) among others, who all work to promote and sustain democracy instead of focusing on the “combatants” — namely the political parties and the Electoral Commission (EC).

Mr Sarpong indicated that although these institutions did not have direct participation in the elections, they played critical roles when there were misunderstandings, hence it was important that as the media listened to the political parties and the EC, they also would give opportunities and voices to the peacebuilders to help mend the relationships that might be breaking down.

The NMC executive secretary said at the individual level, media houses must ensure that all journalists covering elections read and understood the rules and guidelines governing the election.

He added that since election disputes could turn ugly, journalists must have access, and should wear the proper protective gear.

Reforms

Mr Arhin commended journalists for their contributions towards successful elections in the past and called on the media to partner Civil Society Organisations (CSOs) such as CODEO and CDD-Ghana to advocate electoral reforms in the following areas: election results management, parliamentary election petition adjudication and affirmative action.

This, he stressed, would contribute to improving the integrity and transparency of the polls and lead to a peaceful election in the country. He reiterated the need for the media to report accurately on elections, stressing that, “If the media reportage is accurate, a lot of misunderstandings will be avoided during elections.”

“Accuracy in reportage is very critical. There should be no exaggerations. If you can do all these, the nation stands to benefit a lot from your reportage,” he explained. Mr Arhin noted that although Ghana's electoral processes had undergone several reforms since 1992, there was room for further reforms such as the need to amend PNDCL 284 to provide a shorter timeline for adjudicating parliamentary elections.

He, therefore, solicited the support of the media in the advocacy for the Judiciary to fashion a shorter timeline for parliamentary election petition adjudication. For his part, Mr Akagbor urged journalists to be guided by the fact that elections were human rights events, hence journalists must include issues of human rights monitoring in their basket of activities before, during and after the elections so that people’s rights were not infringed upon.

He said journalists must understand that elections were not about those who contested but those who had the power to make the selections. He said for the most part, the media seemed to lose focus when it came to reporting elections.

He said most often, journalists tended to focus on the candidates instead of bringing out the issues that citizens want the candidates to address, stressing that in monitoring the upcoming election, the media must focus attention on the people who make the decisions and highlight their challenges such as equal access to the electoral process.

Legal framework

Lawyer Anyenini underscored the need for journalists to familiarise themselves with all rules and laws governing the election process, adding that knowledge of these laws would empower them to question the integrity of the political processes.

Sheila Minka-Premo, for her part, noted that the 40 women members of parliament out of 275 parliamentary seats in the country portrayed an imbalance in the system. She, therefore, urged the media to advocate the passage of the Affirmative Action and Gender Equality Bill by Parliament into law to address the imbalance.

She said considering the role women played in society, it was about time the media highlighted the need for women to have increased representation on the decision-making table.

Workshop

The training programme, organised by CDD-Ghana with support from the European Union (EU), sought to empower journalists and media practitioners to play a more informed and constructive role in promoting transparent and credible electoral processes.

The participants explored topics such as civil, political and human rights issues in elections, legal frameworks on elections in Ghana, gender and elections in Ghana, a case for Affirmative Action, code of conduct and media ethics, professionalism and election reporting.

Addressing imbalance in military intake: KAIPTC, GAF sensitise girls to take up combat careers(Daily Graphic, Friday, April 26, 2024 Page 20)

The Women, Youth, Peace and Security Institute (WYPSI) of the Kofi Annan International Peacekeeping Training Centre (KAIPTC), in partnership with the Ghana Armed Forces (GAF), has held a sensitisation programme for students of Chemu Senior High Technical School intending to empower young girls into taking up combat careers in the GAF.

The programme, which forms part of a nationwide campaign, was designed to break stereotypes and open doors to careers in the military, particularly raising women to lead peacekeeping missions.

Funded by Canada's Elsie Initiative Fund, officials say, the initiative aligns with Ghana's commitment to increasing female participation in UN peacekeeping. The campaign, which targets senior high schools and universities across all 16 regions, aims to reach over 20,000 students.

The campaign has so far been held in Volta, Oti, Eastern, Central, Bono, Bono East and Ahafo regions. In Greater Accra, the team has sensitised nearly 2,500 students of Nungua, Accra Girls and St. Mary's Senior High Schools.

The campaign builds upon Ghana's existing efforts towards gender equality in the military, aligning with UN Security Council Resolutions.

Tema

Addressing students of Chemu Senior High Technical School in Tema last week, the Gender Policy Advisor to the Chief of Defence Staff, Group Captain Theodora Agornyo, highlighted the importance of women in combat roles in the GAF.

She said while the Ghana Armed Forces had a good number of women, many were restricted to roles in administration, catering and other traditionally "feminine" positions.

Limitations

That, Group Capt Agornyo emphasised, had placed limitations on the number of women appointed to decision-making positions, keeping men dominant in leadership. “This campaign directly addresses this imbalance by encouraging young women to pursue diverse opportunities within the GAF, including combat roles, enabling their appointment into leadership roles as well as serving as commanders to lead troops to peacekeeping operations”, she said.

Group Capt Agornyo explained that the campaign therefore challenges traditional views by showcasing the diverse and fulfilling opportunities available to women in the military, including leadership roles in combat units.

By providing accurate information, the campaign, Group Capt Agornyo hoped, would inspire young women to consider a future serving their country and promoting peace globally.

Ghana, she said, recognised the vital role women played in peacekeeping and female peacekeepers often connected more effectively with local communities, especially women and children who were deeply affected by conflict.

Gender Stereotypes

The E-Learning Officer at the KAIPTC, who also doubles as the Greater Accra Team Lead for the Campaign, Irene Elorm Hatsu-Fiebor, who took the students through gender stereotypes, debunked the myth that women were not physically or mentally strong enough to take up combat roles in the Ghana Armed Forces.

She stressed that women could be strong, decisive leaders serving in a wide range of roles, including combat, intelligence, medicine, engineering and logistics

CDD proposes shorter timelines for parliamentary polls petition (Daily Graphic, Wednesday, April 24, 2024)

The Centre for Democratic Development (CDD-Ghana) has recommended to the Judicial Service of Ghana to amend PNDCL 284 to provide a shorter timeline for adjudicating parliamentary election cases at the High Court and the Court of Appeal.

It also proposed that cases should be heard within a maximum of 67 days and a minimum of 47 days after the election results have been declared. The Director of Programmes and Policy Engagement, CDD-Ghana, Dr Kojo Pumpuni Asante, made the recommendation at a training workshop for journalists in Tema last Monday.

The workshop, organised by CDD-Ghana, with support from the European Union, seeks to build the capacity of journalists and create platforms for media practitioners to discuss and advocate electoral reforms in election results management, parliamentary election petition adjudication and affirmative action.

It formed part of a project aimed at promoting the implementation of electoral reforms that will enhance the credibility, transparency and peacefulness of Ghana's 2024 election.

Dr Asante noted that despite the progressive introduction of electoral reforms in Ghana and the subsequent improvements in election administration, there were a number of issues that remained to be addressed.

These included results management and announcement, expanding access abroad by ensuring the implementation of the Representation of the People Amendment Act (ROPAA) and addressing issues related to campaign financing, among others.

He said going into the 2024 general election, the Electoral Commission (EC) of Ghana must establish clear legal and administrative procedures for handling irregularities by polling and collation officials during elections.

He added that the EC must institute a timely and transparent process for the publication of detailed polling station and collation centre (all levels) results on the EC’s website ahead of the declaration of results of the presidential election.

Shooting incident at Tema Manhean: Tema MESEC refers investigations to REGSEC (Daily Graphic, Thursday, April 18, 2024. Page 29)

The Tema Metropolitan Security Council (MESEC) has referred investigations into the clash between the Navy and some youth in Tema Manhean to the Regional Security Council (REGSEC) to ensure what they termed as ‘a high degree of neutrality and confidentiality’.

Two persons died following the clash between some celebrants of the Kpelejoo Festival and personnel of the Ghana Navy at Tema Manhean (New Town) in the Greater Accra Region last Friday.

Investigation

Following the incident, the Tema MESEC commenced an investigation but later said it became necessary to refer the process to REGSEC since it involved a wing of the Security Council.

This was contained in a statement signed by the Metropolitan Chief Executive for Tema and Chairman of MESEC, Yohane Amarh Ashitey, last Tuesday after an emergency meeting on Monday, April 15, 2024, to discuss the shooting incident that also left three others injured.

The statement added that MESEC will engage the youth of the town, the Tema Traditional Council and the Ghana Navy to make an earnest appeal for peace to prevail, while investigations continue and for justice to be served.

The statement said MESEC would implement security measures to prevent a repeat of the incident, protect the good people of Tema and secure key installations of the Ghana Navy.
“MESEC shall be committed to assisting and cooperating with REGSEC in its investigations to arrive at the appropriate recommendations and conclusions.”

Appeal

The Security Council appealed to the people of the Tema Metropolis, especially Tema Manhean to remain calm and peaceful while the case was being investigated. "We want to assure everyone that the findings and recommendations from the investigations would be adhered to strictly without fear or favour,” the statement said.

GPHA secures new marine crafts to enhance operations (Daily Graphic, Thursday, April 18, 2024)

The Ghana Ports and Harbours Authority (GPHA) has inaugurated four new boats to enhance its operations at the Tema and Takoradi ports.

The two pilot launchers and security patrol boats, which were commissioned last Tuesday, will help to improve services at the ports.

The pilot boats are to transport maritime pilots between the shore and inbound ships to ensure efficient and safe embarking and disembarking from vessels, while the security boats will add to the GHPA's security infrastructure to enhance the port's international ship and port facility security compliance, as well as security within the anchorage to avert threats of terrorism, smuggling, illegal immigration, piracy and unauthorised access to sensitive sections of the port.

Honourees

The boats were named after Kumi Adjei-Sam, Captian Edmund Deri Ziem, Captain Joseph Eric Quansah and Jacob Kwabla Adorkor, all of whom exhibited exemplary character and contributed to the development of the sector and the country at large.

The late Mr Adjei-Sam joined the GPHA in 1986 as a national service person and rose to the position of General Manager, Administration, who was also in charge of the Fishing Harbour.

Captain Deri Ziem (deceased) served the organisation from 1986 to 2002 as a Harbour Master. Captain Quansah, who was also a Harbour Master, joined the GPHA in 1986 and rose through the ranks to become the Director of the Port of Takoradi, while Mr Adorkor served the GPHA between 1989 to 2019 in various capacities, including Port Operations Manager, Stevedore Manager and Director of Port at the Takoradi Port.

In 2017, he was re-assigned to the Ministry of Transport as Technical Advisor of Maritime Affairs till his retirement in 2019.

Commendation

The Director-General of the GPHA, Michael Luguje, commended the honourees for their dedication and commitment to the GPHA during their tenure of office. Death of 2 in Tema Manhean shooting incident: Families demand justice (Daily Graphic, Tuesday, April 16, 2024)

Families of the two persons who allegedly died from gunshot wounds at Tema Manhean last Friday have called for justice in the matter.

Joseph Adjei Adjetey, 22, and Christopher Amu, 38, were among a group of young people who were on a street procession as part of this year’s Kpelejoo Festival in the area when a misunderstanding ensued between the celebrants and some Navy personnel on duty at the Eastern Naval Command.

A vehicle belonging to the Navy was alleged to have tried meandering its way through the procession when the youth banged on it, resulting in damages to the said vehicle. In the ensuing fracas between the youth and the ratings, the two were killed from alleged gunshot wounds.

Trauma

The father of one of the deceased, Nii Adjetey, described the occurrence as traumatising for him and his family. He said the Navy should be held accountable for the excessive force they used on the young men and questioned why as a people, they could not be allowed to celebrate their traditional festivals, customs and practices in peace.

Nii Adjetey appealed to the Tema Metropolitan Security Council to investigate the death of his son and bring the perpetrators to book. A brother of Joseph, Ago Adjetey, told the Daily Graphic that he and his brother left home that fateful Friday to take part in the procession.

He said he (Ago) returned home later that evening only to receive calls that his brother had been shot. “My brother did not fight anybody. We want justice, justice must be served. Those who fired the shots must be fished out and prosecuted,” he said.

Meanwhile, the Tema Youth Association (TYA) have also condemned what they termed as “an act of brutality” on the part of the Navy. The General Secretary of the TYA, Marcus Larbie, in a statement said as a community, they stood united in their quest for justice and accountability and urged all stakeholders, including the government and civil society organisations to join in efforts to seek justice for the victims.

In a related development, some traditional priests and priestesses of Tema Manhean, with support from the Tema Traditional Council, have visited the scene of the shooting to perform some purification rites and invoked their deity to punish the perpetrators.

2 Die in youth, Navy clash (Daily Graphic, Monday, April 15, 2024)

The Tema Metropolitan Security Council (MESEC) has started investigation into the clash between some youth of Tema Manhean and Navy personnel.

Two persons have been confirmed dead following the clash last Friday at Tema Manhean (New Town) in the Greater Accra Region. The bodies of the deceased, identified as Joseph Adjei Adjetey, 22, and Christopher Amu, 38, have been deposited at the Tema General Hospital Mortuary, while three others, all civilians, who sustained injuries, are on admission at the same hospital.

The Ghana Armed Forces (GAF) has, however, said the cause of death was not yet known but an investigation has been launched into what led to the clash between the youth and the navy personnel at Tema Manhean in the Greater Accra.

In a statement signed by the Director-General in charge of Public Relations, Brigadier General E. Aggrey-Quashie, the GAF said the investigation was being conducted with the Ghana Police Service.

The Greater Accra Regional Minister designate and former Member of Parliament (MP) for Tema East, Nii Kwartei Titus Glover, stated that the Regional Security Council (REGSEC) would ensure that justice was served and advised the youth to remain calm.

He gave the assurance at a press briefing last Saturday after visiting the families of the deceased, the Tema Traditional Council, the youth and the hierarchy of the Eastern Naval Command behind closed doors.

In the company of the Metropolitan Chief Executive of Tema, Yohane Amarh Ashitey, and the Tema Regional Police Commander, Deputy Commissioner of Police (DCOP) Barnabas N. Nasumong, Mr Glover indicated that the Metropolitan Security Council (MESEC) would investigate the issue and make recommendations to the Regional Security Council for further action.

The MP for Tema East, Isaac Ashai Odamtten, has also visited the Eastern Naval Command and the bereaved families to condole with them and also hear at firsthand what transpired between the two parties.

Embrace Blue Economy for better future — Prof. Manuel (Daily Graphic, Monday, April 15, 2024 Page 52)

Countries in Africa’s coastal regions have been urged to embrace the Blue Economy to realise the benefits they stand to gain in the future.

The Academic Dean at the World Maritime University, Professor Michael Ekow Manuel, who made the call at the launch of the Africa Blue Economy Network in Tema last Friday, said the blue economy had great potential to contribute to higher and faster economic growth across Africa.

Blue Economy refers to the sustainable use of ocean resources for economic growth, improved livelihoods and jobs while preserving the health of the ocean’s eco-system. The Africa Blue Economy Network is an initiative that seeks to promote research, learning and practical application of blue economy principles through multidisciplinary collaboration.

The overall objective for the establishment of the Africa Blue Economy Network was to promote collaboration between academia and the maritime industry.

Aims

Drawing on data collected through extensive fieldwork, surveys and qualitative interviews, the network aims to inform policymaking and raise public awareness of the importance of preserving marine ecosystems.

Prof. Manuel indicated that Africa’s blue economy, including broadly the preservation of the continent’s oceans and the responsible and sustainable use of its resources through the fisheries, aquaculture, shipping, tourism, renewable energy and biotechnology industries, was an untapped treasure trove.

Coastline

He said the continent’s coastline stretching over 30,000 kilometres offered unparalleled potential for growth and prosperity, adding “even with the limited activities that currently characterise Africa’s blue economy, coastal and marine ecosystems alone contribute tens of billions of US dollars annually to the continent’s economy.”

Research

A Co-Principal Investigator on Port Effective and Public-Private Cooperation for Competitiveness (PEPP) and Team Lead of researchers in Ghana, Dr George Acheampong, said the network was an initiative to promote research, learning and practice of the blue economy in Africa by creating a platform for academics, industry practitioners and the government to engage on critical sectorial issues from a multidisciplinary perspective.

Tema Oil Refinery refutes claim by ASEPA(Daily Graphic, Saturday, April 13, 2024 Page 21)

The Tema Oil Refinery and the General Transport Petroleum Chemical Workers Union (GTPCWU) have disputed the claims about the alleged sale of the refinery to a private operator, insisting that no concrete decision has been made.

The Alliance for Social Equity and Public Accountability (ASEPA) last Monday called for clarity in the relations between the operation of the Tema Oil Refinery (TOR) and the Sentuo Oil Refinery.

ASEPA, in a statement issued and signed by its Executive Director, Mensah Thompson, disclosed that on April 4, 2024, they received a whistle-blower alert from an insider within TOR about a meeting between TOR management and the Chinese-owned private oil refinery, Sentuo Oil Refinery Ltd.

ASEPA, in a statement, said the meeting centred on the alleged sale of TOR to the Sentuo Oil Refinery.

TOR, however, dismissed the claim, stating that any information implying otherwise was misleading and should be disregarded.

ASEPA alleged that “the meeting lasted from 10 a.m. to 1 p.m., on the premises of TOR, after which there was a large celebration at the Sentuo Oil Refinery Ltd to celebrate the outcome of the supposed meeting.”

ASEPA said it was invoking the Right to Information Law to compel both TOR and the Sentuo Oil Refinery to disclose the nature of their relationship and whether TOR had been outrightly sold to Sentuo or whether Sentuo had assumed management of TOR or not.

“The RTI request would also demand from the management of TOR to disclose to the general public the content of the April 4 meeting between both parties and what the ramifications are for the future of TOR,” it added.

Citi FM hands over new health centre to Mepe (Daily Graphic, Friday, April 12, 2024.)

Citi FM Foundation has handed over a health centre to the Mepe community in the North Tongu District in the Volta Region for effective healthcare delivery.

The foundation, with support from the Ghana Chamber of Mines, spent GH¢1.5 million on the construction of the facility and the provision of four one-bedroom self-contained staff quarters to address the health needs of the people in the aftermath of the Akosombo Dam spillage floods.

The floods destroyed the only Community-based Health Planning and Services (CHPS) compound that served the people of Mepe. Mepe was the epicentre of the Volta River Authority dam spillage disaster which displaced over 10,000 people in North Tongu and more than 30,000 across eight districts in the lower part of the Volta Region.

Addressing a durbar at Mepe last Wednesday to hand over the facility, the Managing Director of Citi FM/Citi TV, Samuel Attah-Mensah, said following the disaster, the media house, through its listeners and viewers mobilised and distributed relief items to the victims, and through its foundation, organised resources from its partners to construct shelters at Tokpo, Ada, Kpando and Bakpa.

He said the company received proposals from the Mepe Traditional Council and the Mepe Development Association (MDA) through the Ghana Health Service (GHS) in the district and the region, about the need for a health centre.

Mr Attah-Mensah said through the support of the Ghana Chamber of Mines, the project was completed within two- and- half months after its commencement in January this year.

Beacon

The President of the Ghana Chamber of Mines, Joshua Mortoti, said the health facility was a beacon of hope for those in need, a sanctuary for healing and a symbol of the collective resolve to build a better healthier future for the people of Mepe and the neighbouring communities.

Presbyterian University matriculates fresh students( Daily Graphic, Friday, April 5, 2024. Page 28)

Presbyterian University-Ghana has held its 21st matriculation ceremony to welcome freshmen and women to the University.

In all, 1,042 fresh students were enrolled into various faculties of the University at its Akuapem and Tema campuses. Welcoming the fresh students into the university at the Tema campus event, the Vice- Chancellor, Professor John Ofosu-Anim, said the occasion marked the beginning of a transformative journey for every one of the students, adding that they were being welcomed to a community of scholars, thinkers and visionaries.

PUG academic family

He urged the students to embrace the profound responsibilities and opportunities that came with being a part of the PUG academic family. “Matriculation is a symbolic rite of passage, signalling your official entry into the academic life of our university. It signifies your commitment to learning, growth and the pursuit of knowledge,” he said.

He said the students were now part of a community that valued curiosity, critical thinking and the relentless pursuit of excellence. “Our institution has a rich history of fostering intellectual curiosity and producing individuals who have gone on to make significant contributions to their respective fields. As you step into this hallowed institution, I urge you to carry the torch of curiosity forward,” he said.

Holistic journey

Prof. Ofosu-Anim said the university experience was not just about attending classes and earning grades, but also engaging in a holistic journey of self-discovery, personal development and intellectual exploration.

He, thus, urged the students to take advantage of the diverse academic programmes, the wealth of resources at their disposal, and the guidance of the esteemed faculty members who were not just teachers but mentors and guides in their academic journey.

Active participants

Prof. Ofosu-Anim encouraged them to be active participants in the vibrant campus life through participation in extracurricular activities and networking with their fellow students.

“These experiences will shape not only your time at the university but also your outlook on life and your role in society,” he added. He reminded the students that they were not just students, but future leaders, innovators and contributors to society, hence the need to make the most of their time at PUG, not just academically but also in the relationships they build, the lessons they learn, and the impact they seek to make while on campus.

FDA destroys substandard baby diapers ( Daily Graphic, Thursday, April 4, 2024. Page 38)

The Food and Drugs Authority (FDA) has destroyed two 40-footer container loads of substandard baby diapers imported into the country.

The diapers, which were seized from markets, were shredded at Atadeka near Ashaiman in the Kpone Katamanso Municipality in the Greater Accra Region. The Head of the Enforcement Directorate of the FDA, Vigil Edward Prah-Ashun, said the products were retrieved from traders during market surveillance exercises in the region from January till date.

Mr Prah-Ashun recalled a joint statement released in July last year by the Customs Division of the Ghana Revenue Authority (GRA), the FDA and the Ghana Standards Authority (GSA) warning the public about the increased importation of unregistered disposable baby diapers into the country.

In that statement, he said, businesses had been given a grace period till December last year to regularise their businesses.

Surveillance

Mr Prah-Ashun said from January, this year, the regulatory authorities started monitoring the market for such disposable baby diapers and realised there had been an influx of some that did not meet the regulatory, packaging and labelling standards.

The FDA’s Head of Enforcement said as a result of the market surveillance, the FDA seized the consignment of diapers for safe disposal, explaining that the seizures were based on the health implications of using such substandard baby diapers which could endanger the health and well-being of babies and children.

Mr Prah-Ashun said, for instance, a girl-child using any of them could pick up an infection which could develop into cases of infertility in adulthood, while the boys could develop cancer of the testes based on the chemicals used in producing the substandard baby diapers.

He, therefore, urged the public to buy only registered baby diapers properly packaged and labelled and not the loose ones which had been exposed to the vagaries of the weather.
