Slain soldier at Ashaiman: Police forward docket on 2 suspects to A-G
 

The police have forwarded the docket on two suspects arrested in connection with the killing of 21-year-old soldier, Private Imoro Sherrif, at Ashaiman in the Greater Accra Region to the Attorney-General's (A-G) office for advice.

 Samuel Tetteh, 20, aka Wiper, unemployed, and Abubakar Sadick, 20, aka Birdman Naadu, a scrap dealer, have been charged with conspiracy to commit murder.

This follows investigations by the police, who have since charged the two — out of six persons arrested over the murder of the soldier.

When the two appeared before the District Magistrate Court in Tema presided over by Benedicta Antwi last Monday, the prosecutor, Superintendent Sylvester Asare, told the court that a duplicate docket was ready and had been forwarded to the office of the A-G for study and advice.

He appealed to the court to remand the accused persons under the circumstances.

The magistrate, Benedicta Antwi, granted the prayer and remanded the accused persons to reappear on April 11, 2023.

The two were among six suspects arrested between March 9 and 12, 2023, at different locations.

Second case

Meanwhile, Tetteh and Sadick have been remanded also by the Ashaiman Circuit Court.

The two and the other four were sent to the Ashaiman Circuit Court for prosecution last Monday.

The four others are Ibrahim Abdul Rakib, Safianu Musah (aka Dayorgu), Yusif Mohammed and Abdul Gafaru Abdul Karim.

Tetteh and Sadick are facing charges of robbery and stealing at the circuit court, while the other four are facing charges of dishonestly receiving stolen items at the same court.

The Ashaiman Circuit Court, presided over by Simon Gaga, refused a repeat bail application by Abdul Fatawu Alhassan, lawyer for Abdul Rakib, Safianu Musah and Abdul Gafaru Abdul Karim.

Yusif Mohammed, the fifth accused person who was represented by his lawyer, Ishahadu Mohamed, was also denied bail.

Prosecutor’s prayer

The prosecutor, Superintendent Asare, who is also Director of Legal, Criminal Investigations Department of the Police Service, renewed his prayer for an adjournment to allow for continued investigations into the case, which, he said, had reached an advanced stage.

Defence counsels, however, opposed the plea by the prosecution, stressing that the prosecution had been given ample time to conclude their investigations.

They urged the court to exercise its discretion and grant the accused persons bail as they would be available to stand trial at any point in time.

The court asked the prosecution to expedite investigations and conclude it before the next adjourned date.

The accused persons are to re-appear on April 11, 2023.

Background

On March 4, 2023, police received information that a male adult had been found lying dead at Ashaiman Taifa in the Greater Accra Region.

According to the police, the crime scene team retrieved a number of items, including a knife with blood stains and a backpack, in the course of investigations.

In the backpack, police found one Samsung tablet, one Apple laptop, one military uniform with the name tag "Imoro", eight other items of clothing, as well as a Ghana Card and a Health Insurance card bearing the name Imoro Sherrif.

The police said the content of the backpack suggested the victim could be a soldier, so the military was notified of the incident, and the deceased was subsequently identified by the military as Imoro Sheriff, a soldier.

The prosecution said two of the accused persons attempted to rob the soldier, and in the process, one of them stabbed him in the arm, while the other four bought a stolen mobile phone taken from the soldier, now deceased.

Killed soldier laid to rest - Ashaiman residents demand justice (Daily Graphic, March 10, 2023 Page 13)

 

The remains of the soldier who was allegedly killed at Taifa, a suburb of Ashaiman, were laid to rest at the Military Cemetery at Burma Camp in Accra yesterday. 

Private Imoro Sherrif, a trumpeter of the Ghana Armed Forces (GAF) Band at the 3 Garrison in Sunyani, was suspected to have been stabbed to death on Saturday, March 4, 2023.

Family members, friends, colleague soldiers and other well-wishers were at the cemetery to bid farewell to the young soldier.

Military honours

The solemn burial ceremony was characterised by military honours and Islamic service, led by the National Chief Imam, Sheik Osman Nuhu Sharubutu, who prayed for the soul of the departed soldier.  

Many shed tears as the body was moved from the 37 Military Hospital, where it had been prepared for burial.

Background

The father of the deceased, Awudu Imoro, said Private Sherrif had his primary and junior high school education at Ashaiman and attended senior high school at Akwamuman SHS, completing in 2017.

Explaining the circumstances leading to Sherrif’s death, Mr Imoro said in early January this year, Sherrif phoned his mother to inform the family that he was going to be in Accra in the first week of February for a course.

Sherrif, according to the father, told them that when he arrived in Accra, he would get the opportunity to visit the family on Fridays, and so in the past three weeks Sherrif had been going home every Friday until his demise.

Residents demand justice

Meanwhile, residents of Ashaiman are demanding justice following the military raid on the community on March 7, 2022 

Wearing red armbands, the residents said the molestation visited on some of them was without sound reason.

Some soldiers invaded some suburbs of Ashaiman on March 7, 2023 after their colleague had been killed in the area on Saturday, March 4, 2023. 

In a bid to find the perpetrators of the murder, the soldiers took over the streets of Ashaiman to brutalise some residents.

Addressing a press conference yesterday under the banner: “Ashaiman Lives Matter”, opinion leaders of the community, led by the Regent of Ashaiman, Nii Annang Adjor, condemned the attack on the young soldier and the reprisal attacks by the soldiers.  

The opinion leaders who addressed the media included two former Members of Parliament (MPs) for Ashaiman, Franklin Winfred K. Aheto and Alfred Agbesi; the current MP, Ernest Norgbey; a private legal practitioner, Emmanuel Kumadey; the NPP Ashaiman Constituency Chairman, Alexander Amanor, and the NDC Constituency Vice-Chairman, Francis Damasi.
 
Demands 

While condemning the killing of the soldier and commiserating with his family, the leaders called on the police to speed up their investigations and bring the perpetrators to book.

In addition, they called on the President to immediately set up a committee to investigate the action of the soldiers and punish the culprits.

The group also called on the President, as the Commander-in-Chief of the GAF, to order the immediate release of all residents of Ashaiman who were still illegally in the custody of the soldiers.

Furthermore, they wanted the President to direct the Ministry of Defence to pay for all damaged properties, as well as compensate innocent victims brutalised during the swoop.

Besides, the community leaders urged the municipal assembly to provide street lights in all communities, since darkness was a contributory factor for the murder of the soldier because the incident happened at a dark place.

The convenors of the press conference called on the media, civil society, professional bodies such as the Ghana Bar Association, religious bodies, among others, to join the residents of Ashaiman in condemning the violence and criminal acts by the soldiers.

“Consistently and persistently, the GAF have taken Ashaiman as their training ground for unleashing violence on innocent citizens with impunity. We are saying it loud and clear that we have suffered enough, and enough is enough,” Mr Kumadey told the media.

Rule of law 

The Regent of Ashaiman condemned the killing of the soldier and the retaliation meted out by the soldiers on the residents.

“If we should keep quiet over this, we don’t know who will be the next victim. Ghana is a democratic country and human rights and the rule of law must be preserved at all times,” he stated. 

For his part, Mr Norgbey advised residents not to take the law into their own hands but trust their leaders in the community to fight for justice on their behalf.

Stakeholders seek mandatory use of life jackets on waterways(Daily Graphic Tues March 21, 2023 Page 24)

The acting Flag Officer Commanding (FOC) the Riverine Command of the Ghana Navy, Naval Captain Ben Baba Abdul, has called for the sensitisation of boat operators in Ada to the use of life jackets by people who make use of the waterways in the area.

He said education and the enforcement of the use of life jackets before boarding boats would minimise accidents on waterways.

Naval Captain Abdul made the call during a visit to Azizanya by the Member of Parliament for Ada, Comfort Doyoe Cudjoe-Ghansah, to assess the situation as far as last Saturday’s accident on the Volta Lake was concerned and commiserate with the families of the victims.

Five people, including three children, lost their lives in that accident when the canoe on which they were traveling capsized at Azizakpe in the Ada East District in the Greater Accra Region.

The affected persons were traveling from Azizanya to Azizakpe, an over-bank community, for a funeral when the accident occurred. 

None of the passengers had access to life jackets.

Life jacket is crucial

Naval Captain Abdul charged marine transport operators on the Volta Lake and other water bodies in the country to make the use of life jackets an essential part of their operations in order to protect lives. 

“What is key to such problems is education. So, in collaboration with the Ghana Maritime Authority and other stakeholders, we are going to organise educational outreaches. It is well structured back on the Volta Lake and we want to bring the same concept here,” he said.

He said the Navy would work in collaboration with the various stakeholders to work out an immediate remedy to some of the challenges to ensure safety of the people who travelled on the lake.

Background

The accident, which occurred around 9 a.m. on Saturday, March 18, 2023, was allegedly caused by overloading and strong winds. 

A survivor, Gifty Mamle Agbasi, said none of the passengers on the canoe was wearing a life jacket. 

According to her, there were no life jackets on board, adding that apart from two crates of drinks that were on board, the canoe carried no goods. 

 “We were more than the number the boat was supposed to carry and the operator told us that nothing will happen,” she said.

She added that a few minutes after the canoe set off, it capsized, but she was fortunate to have been saved by some rescuers who rushed in with canoes. 

Free life jackets

Madam Cudjoe-Ghansah called on the assembly to procure and distribute life jackets to boat operators along the Volta Lake in Ada.

That, she said, was to help the operators ensure the safety of passengers.

The MP said the assembly, after distributing the life jackets, could then pass a by-law that would require all boaters to wear life jackets for every trip on the waterway.

According to her, because most of the people grew up on the banks of the river and could swim, they saw such investment in life jackets as expensive and unnecessary waste. 

She, however, underscored the need for operators to, at all times, insist on the use of life jackets by patrons.

Task force

A former NDC parliamentary aspirant for Ada, Catherine Dela Dzivenu, who also toured the community to commiserate with the victims, called for the setting up of a task force on rivers and waterways used as means of transport to monitor and enforce the wearing of life jackets to avert such disasters.

THE Parliamentary Select Committee on Defence and Interior yesterday paid a working visit to Ashaiman.

The visit follows the death of a 21-year-old soldier, Sherif Imoro, who was allegedly killed on Saturday, March 4.

The Chairman of the Committee, Kennedy Agyapong, said the visit was for the committee to acquaint itself with the incident which had since become a subject for national discussions.

The delegation, which included the Minister of Defence, Dominic Nitiwul, called on the family of the deceased at Zongo Laka, a suburb of Ashiaman, to commiserate with the parents of the late soldier.

The committee also addressed a gathering of residents of the area, some of whom were victims of brutalities that followed the killing of the soldier.

Members/Donation  

Other members of the committee were the Member of Parliament (MP) for Wa West, Peter Lanchene Toobu; MP for Buem, Kofi Adams; MP for Talensi, Benson Baba Tongo; MP for Zebilla, Cletus Apul Avoka; MP for Builsa North, James Agalga, and MP for Ashaiman, Henry Ernest Norgbey.

The committee made a donation to the family of the deceased soldier, while the Chairman of the Committee offered scholarship up to the tertiary level to the younger brother of the deceased soldier, Abdul A.Imoro, while Mr Agyapong also has promised to construct an ultra-modern astro turf to be named after the deceased soldier.

The chairman of the committee also made a personal cash donation to the bereaved family while the military also made a cash donation to the family,  aside from the entitlement of the dead soldier that will be worked out and pay to the family later.

Mr Agyapong described the death of the soldier and the aftermath brutalities as unfortunate and regrettable and commiserated with the family, stressing that the committee would conduct its work with the evidence gathered from the visit and make the necessary recommendations.

He called for calm and urged the family to have confidence in the police to investigate and prosecute the perpetrators and come up with workable solutions.

Mr Nitiwul entreated leaders and the youth of Ashaiman who share a boundary with a military community, the First Battalion of Infantry, Michel Camp, to maintain close collaboration with the soldiers in order to foster a stronger civil-military relationship.

While pledging support for the bereaved family through their journey of grief, he cautioned that “let this be the last time men and women in uniform will be killed in the hands of people they (uniformed persons) seek to protect”.

Defence, Interior  committee visits Ashaiman

Oversight 

Ranking Member of the committee, Mr Agalga, extended the sympathies of the committee and Parliament to the family of the deceased soldier and victims of the brutalities.

He said Parliament in exercising its oversight responsibilities would thoroughly evaluate the evidence collected from the visit and make the necessary recommendations.

A member of a pressure group calling itself Ashaiman Lives Matter, Emmanuel Kumadey, briefed the committee members on brutalities and presented evidence in the form of medical reports, pictures of the abused persons and police reports to the committee.

Mr Kumadey disclosed that one of the victims of the military brutalities, Alhaji Mohammed Musah, lost his life three days ago from injuries sustained.

TWO political parties have given varied views on President Nana Addo Dankwa Akufo-Addo’s State of the Nation Address (SONA). 

They are the People’s National Convention (PNC) and the All People’s Congress (APC). While the General Secretary of the PNC, Janet Nabla, in an interview with the Daily Graphic, is commending the President for the presentation, the founder and leader of the APC, Hassan Ayariga, described the President’s address as partisan and unimpressive. 

PNC

 Commenting on the address, the General Secretary of the PNC, Ms Nabla, commended the president for exercising his duty and his willingness to lead the country back to the right economic track. She said the PNC as a political party with great interest in the affairs of the country was fully aware of the current hardship the ordinary Ghanaian was going through. 

 “The President acknowledges the difficulty we are having in his statement. This is a show of good faith that can lead us to solving our economic challenges,” she said 

The PNC said the President’s proposition to address the major concerns of the nation, among them: the economy, roads and transports, education, health in the wake of COVID-19 devastation of the world economy coupled with the war in Ukraine was commendable. 

“Our nation is in a period of economic difficulty that each and every citizen must make some sacrifices to save Ghana’s economy,” she said.

 Ms Nabla said the PNC acknowledged that the greatest sacrifice must be made by the government through cutting down on expenditure while ensuring effective revenue mobilisation to meet the essential demands of the country. We equally call on all citizens to cooperate with the government in this journey. 

“We implore other opposition political parties, civil society organisations and all well-meaning Ghanaians to join hands with the government to bring the economy back on track through constructive criticisms, and putting our partisan interest aside for the interest of all,” the PNC said. 

 

 APC 

The founder and leader of APC, Mr Ayariga, said the President's message on the State of the Nation did not reflect the true state of the economy.

 “Yes we believe that the government and the President of the Republic have done their best but their best is not the best for our nation,” he said. 

He added that Ghana was currently bankrupt and the current state of the nation was that prices of goods and services in the market were outrageous. 

 “Everyday prices keep skyrocketing and salaries are stagnant. Inflation is at its highest level,” he said. Mr Ayariga opined that Ghanaians could not afford three square meals coupled with the fact that the nation could not pay its debts leading to Ghana’s credit rating being slashed by two levels to Ca, the second-lowest score by Moody's. 

 

“Our currency is now the worst performing currency in the world under this government. We still have many schools under trees, our few hospitals do not have enough beds and supplements. Transportation and medical fees are too expensive and Ghanaians cannot afford their healthcare costs,” he said. On the assertion that Ghana was struggling due to the impact of COVID-19 pandemic and the Russian-Ukraine war, Mr Ayariga said Ghana was already suffering even before the pandemic hit, stressing that the COVID-19 resources accrued to Ghana were more of a blessing than a curse.

All the six suspects arrested by the police in connection with the killing of a soldier in Ashaiman have been remanded in police custody. 

An Ashaiman Circuit Court, presided over by Simon Gaga, remanded the six persons yesterday, March 13, 2023.

They are Samuel Tetteh, alias Wiper, 20, unemployed, and Abubakar Sedick, alias Birdman Naadu, 20, a scrap dealer, both charged with robbery and stealing; Ibrahim Abdul Rakib, Safianu Musah, alias Dayorgu, Yusif Mohammed and Abdul Gafaru Abdul Karim, all charged with dishonestly receiving.

They all pleaded not guilty to the respective charges and will make their next appearance on March 27, 2023. 

Prosecution

Brief facts, as presented by Superintendent Sylvester Asare, the Director of Legal at the Criminal Investigations Department (CID), Police Headquarters, were that the accused persons are residents of Ashaiman, while the deceased, Sheriff Imoro, was a soldier.

He said on March 4, 2023, the police received information that a male adult had been found lying dead at Ashaiman Taifa in the Greater Accra Region.

Upon receipt of the information, Supt Asare said, a team of policemen proceeded to the said location and confirmed the incident, adding that the police team retrieved a number of items from the crime scene, including a knife with bloodstains on it and a backpack.The CID Director of Legal further said in the backpack, the police found a Samsung tablet, an Apple laptop, a military uniform with the name tag ‘Imoro’, eight other items of clothing, as well as a Ghana Card and a health insurance card bearing the name Imoro Sheriff.

He said the body of the deceased was thereafter conveyed to a hospital for autopsy and preservation.

Investigations, arrest

According to the prosecution, the police immediately commenced investigations into the circumstances surrounding the death of the deceased, leading to the arrest of the accused persons from their hideouts in Ashaiman on March 10, 2023.

He said investigations established that the deceased was stationed at the Third Infantry Battalion, Sunyani, adding that further investigations revealed that on March 3, 2023, he had visited a female friend at Ashaiman Newtown about 10:30 p.m. and left the place about 1:30 a.m. the following day.

He said police investigations further had it that about 1:45 a.m. that day, the accused persons attacked Imoro, now deceased, at Ashaiman Taifa, and with the intention of stealing his mobile phone, stabbed him to overcome his resistance and overpower him.

He said Tetteh and Sadick successfully robbed the deceased of his mobile phone and sold same to Rakib at GH¢300.

Supt Asare said Rakib subsequently sold the phone to Musah for GH¢350.

He further said Safianu, when contacted, tried to be evasive on the whereabouts of the phone and claimed to have sold it to Mohammed for GH¢500 and later to Karim.

He said police investigations were ongoing and prayed the court to remand the suspects in police custody.

Bail application

The lawyer for Rakib, Musah, Mohammed and Karim, Abdul Fatawu Alhassan, in pleading for bail, said his clients knew nothing about the said robbery, and that they all had men of substance who were ready to stand surety should they be granted bail.

He indicated that all his clients had fixed places of abode which were known to the investigator, adding that they were not a flight risk.

Mr Alhassan said should they be granted bail, his clients would not impede the trial, stressing that they would always be available to support the prosecution to expedite the trial.

He maintained that in the specific case of Mohammed, it was Musah who mentioned Mohammed as the person he might have sold the phone to, based on which  Mohammed was picked up by the police for investigations.

He added that when Mohammed was introduced to Musah, the latter indicated that it was not Mohammed who had stolen the phone.

"Clearly, Mohammed was wrongly picked up and has no connection to the robbery," he said, while praying for the court to grant his clients bail.

Objection

However, the prosecution objected to the bail, saying the accused persons, when granted bail, would not appear to stand trial.

Supt Asare said the accused persons were a flight risk, stressing that although they were within the jurisdiction of the court, they did not have permanent places of abode, in accordance with the law.

Ruling

The Presiding judge, in his ruling, said having listened to the bail application, he realised that counsel failed to  provide a specific place of abode for the third, fourth, fifth and sixth accused persons, adding that considering the severity of the offence, he had to remand them in police custody for investigations to continue.

He thus adjourned the case to March 27, 2023.

Ashaiman: Residents demand justice after military molestation

The traditional council, former members of Parliament and political parties in the Ashaiman area have joined in the condemnation of how the Ghana Armed Forces (GAF) reacted after a soldier was reportedly in the area at the weekend.

They are therefore demanding that justice should be served those who were attacked and beaten by the military in what seemed to be a retaliatory move.

Clad in red head and armbands, the residents, peeved about the action of the soldiers demanded justice for their fellow residents who were molested.

In a bid to find perpetrators of the said murder, the soldiers took over the streets of Ashaiman to brutalise some residents and arrested 184 suspects.

They have since released 150 people with the remaining 34 in custody.

In a statement issued on Wednesday, the Ghana Armed Forces explained that the operation was sanctioned by the Military High Command and that the suspects would be handed over to Ghana Police for further action.

Ashaiman Lives Matter

Addressing a press conference Thursday (March 9, 2023) under the aegis of “Ashaiman Lives Matter” opinion leaders in the community, led by the Regent of Ashaiman, Nii Annang Adjor condemned the attack and killing of the young soldier- Sherrif Imoro and the reprisal attacks by the soldiers.  

The opinion leaders who addressed the media included former members of Parliament for the Ashaiman constituency, Franklin Winfred K. He reiterated his pledge to table the matter before the Defence and Interior Committee of Parliament for justice to prevail and compensation paid to the affected persons.

Mr Norgbey said if all those efforts fail, they would be compelled to petition the Commission on Human Rights and Administrative Justice (CHRAJ) and possibly the court for justice to prevail.  

Messrs Aheto and Agbesi, past MPs of the Ashaiman Constituency as well as leaders of the NDC and NPP in the Constituency all condemned the incident and the resultant violence unleashed on the people of Ashaiman.

Military releases 150 Ashaiman residents from custody (Daily Graphic Mar - 09 - 2023 Page 20)

About 150 people, mostly young men, who were arrested by the military in some suburbs of Ashaiman have been released. 

According to the Member of Parliament (MP) for Ashaiman, Ernest Norgbey, they were released last Tuesday night.

About 184 residents of the town were arrested and many of them were subjected to severe beatings by the soldiers.

The MP said the leadership of the community would petition the Commission on Human Rights and Administrative Justice (CHRAJ) and also pursue the matter in Parliament.

Sources in the community told the Daily Graphic that a number of the arrested young persons were bussed to Ashaiman last Tuesday night, having spent a greater part of the day in the custody of the military. 

Invasion

Some soldiers, in the early hours of last Tuesday, March 7, 2023, stormed the Ashaiman Official Town, Tulaku and Taifa neighbourhoods to carry out a swoop following the alleged killing of a soldier, Sherif Imoro, last Saturday.

The 21-year-old soldier was reportedly killed by unidentified persons near the Amanie Hotel at Ashaiman.

Some reports said he was attacked and stabbed by a gang. 

According to one account, the soldier was on his way to his family home.

At dawn last Tuesday (March 7, 2023), some soldiers arrived in army trucks and buses for what they said was a sanctioned operation to fish out the alleged killers of their colleague.  

The soldiers allegedly went round the neighbourhood, knocking on people’s doors, questioning them and forcing people to remain indoors. 

In the process, some young people were arrested, subjected to beatings and taken away by the military. 

Ordeal

Narrating his ordeal to the Daily Graphic, one of the young persons who was arrested, Abas Inusa, said he returned to the community about 11 p.m. after he was picked up and detained by the military. 

He said after initial beatings received from the soldiers, who used wires on his back, he, together with others, were bussed to Michel Camp for interrogation.

According to Inusa, from Michel Camp, they were transferred to Burma Camp for further screening. 

He said they were denied food while under detention and it was only after the soldiers had finished the screening that some of them were bussed back to Ashaiman. 

Another victim, Isaac Nyadi, described as traumatic the experience he went through. 

He said he and some of the victims would need psychological support to help them deal with anxiety, fear and depression as a result of the incident. 

At Ashaiman Official Town, Worlanyo Adzanku, a man whose three sons were picked up from their home told the Daily Graphic that his sons arrived home at about 11 p.m last Tuesday. 

Mr Adzanku, who operates a pharmacy shop, said his sons were given pain killers after they complained of bodily pains. 

“They (sons) told me they were first taken to Michel Camp but later transferred to Burma Camp for screening after which they were put on a bus back to Ashaiman," he said.  

Sanctioned operations 

Meanwhile, the Ghana Armed Forces (GAF) has explained that the operation at Ashaiman was sanctioned by the Military High Command.

In a statement issued last Wednesday (Mar 8, 2023), the GAF said the motive was not to avenge the killing of the soldier but rather to fish out the perpetrators of the heinous crime.

According to the statement signed by the Director General of Public Relations of the GAF, Brigadier General E. Aggrey-Quashie, following the operations at Ashaiman-Taifa and Tulaku in the Greater Accra Region, the military personnel picked up about 184 suspects aged between 21 and 47 years and handed them over to the Military Police and would subsequently be sent to the Ghana Police Service for screening and further action.

• A resident allegedly beaten by the soldiers

Some residents of Ashaiman Official Town have described as abusive, the conduct of some armed soldiers suspected to be personnel of the Ghana Armed Forces (GAF) who stormed the area at dawn yesterday and allegedly attacked residents.

According to eyewitnesses, the armed soldiers stormed the community around 3:30 a.m. and attacked residents, in retaliation for the killing of a soldier last Saturday.

A number of residents sustained life-threatening injuries while others had their houses broken into by the soldiers.
Some residents were also picked up by the soldiers but their locations were not immediately known.  

Arrival

The eyewitnesses said the soldiers arrived in military-marked vehicles and buses to carry out the attacks.

Narrating the incident to the Daily Graphic, an eyewitness said at about 4 a.m., he heard some noise about people being beaten on the street in front of his house.

According to him, some soldiers later broke into their rooms and subjected him and his brother to severe beatings using the butt of rifles and whips.

The eyewitness said the soldiers asked them if they knew one Moro and they said they did not know anyone by that name.

He said after the beatings, the soldiers took three of his siblings away and till date, no word has been heard about their whereabouts.

The GAF were yet to make an official comment on the alleged acts.

However, the Daily Graphic gathered from the community that the action by the soldiers was in reaction to the killing of a soldier by a mob at Ashaiman Taifa last Saturday.

The deceased was identified as Sherif Imoro, 21, a member of the GAF Band at the 3 Garrison in Sunyani.

He was said to be in Accra participating in an official programme and was visiting the parents in their home at Ashaiman when he was attacked and killed by a gang.

Missing boys 

Father of the three missing boys, Worlanyo Adzanku, a retired customs officer, who operates a shop popularly known as By His Grace Stores, told the Daily Graphic that he had travelled out of town when the incident occurred.

According to him, he received an emergency call and dashed back home only to find that his house had been broken into and some locks destroyed.

Furthermore, a glass window was also hit by a stone allegedly thrown by the rampaging soldiers.

He said he had lodged a complaint with the police who were yet to visit the scene. 

 Abuse

Anthony Aheto, a resident of Nii Tetteh Amui Street in Ashaiman Official Town, said residents were virtually held hostage by the soldiers who also physically abused them.

"Some of the soldiers were holding empty plastic bottles which they used to fetch water from the gutter for some of the people they arrested to drink," one eyewitness said.

He added that most of the residents were terrified even in their rooms while some were taken away by the men in military uniform.

Another resident who gave her name as Regina, said she saw the soldiers line up a number of people on the street and initially thought the soldiers were carrying out a rescue mission because it had rained in the night.

She said she opened her gate only to be ordered by a soldier to get back inside.

Five political parties have expressed varied opinions on the Electoral Commission’s (EC) proposed new Constitutional Instrument (C.I) that seeks to make the Ghana Card the sole identification document for continuous voter registration in the country.

They are the Progressive People’s Party (PPP), the Convention People's Party, the People’s National Convention (PNC), the All People’s Congress (APC) and the Liberal Party of Ghana (LPG).

The National Communication Director of the PPP, Emmanuel F. Mantey; the General Secretary of the PNC, Janet Asana Nabla; the Founder of APC, Hassan Ayariga; the Chairperson of the CPP, Nana Akosua Frimpongmaa Sarpong Kumankumah, and the General Secretary of the LPG, Jerry Owusu Appauh, expressed the views in separate interviews with the Daily Graphic.  

PPP

 Mr Mantey said the decision by the EC to use the Ghana Card as the sole document for identification to register eligible voters was misplaced and a recipe to disenfranchise potential voters. 

 He, therefore, called on the EC to provide an alternative form of identification for people who no fault of theirs might not have a national identification card. 

“We are aware of the challenges faced by the National Identification Authority (NIA) in terms of delivering its mandate to have all citizens register and have their identity cards. This should guide the EC in its decisions regarding the new C. I so that no Ghanaian is disenfranchised in the 2024 general election,” he said.

CPP

 Nana Sarpong Kumankumah said the EC must focus on delivering its constitutional mandate of registering all eligible voters and should not rely on the NIA in the discharge of its duty.

She said the challenges encountered in the use of the Ghana Card for the registration of SIM cards indicated that relying on the card alone to register voters could be problematic.

“I think the EC’s constitutional mandate has been compromised. It appears that they are hiding under the NIA, another institution that is not a constitutional requirement to execute its mandate,” she said.

PNC

 Ms Nabla reiterated the party’s support for the Ghana Card to be used as the sole source of identification for eligible voters who wanted to get onto the electoral roll.

She described as unambiguous the intended C.I. planned to be tabled by the EC in Parliament. 

She said the EC’s decision was in line with the national policy that stipulated that all institutions should register people using the Ghana Card and that it was nothing new.

She cited Regulation 7 of Legislative Instrument (LI) 2111, which supported the mandatory use of national identity cards for transactions such as registration of voters and registration of SIM cards to buttress her point.

The PNC general secretary, therefore, urged all party members and the entire population to acquire the Ghana Card.

She also called on the government to assist the NIA in any manner possible to enable the authority to deliver on its mandate of issuing identification cards.

APC

 Hassan Ayariga stated that the decision by the EC to rely on the Ghana Card for the limited registration exercise was in the right direction.  

The APC, he said, had problems with the guarantor system, which was fraught with many challenges and could no longer provide a secure system of voter registration for the country.

LPG

 Mr Appauh said his party was in full support of the EC because the LI 2111 of the National Identification Regulation 2012, has made it mandatory for voters to be accepted to register with the EC with only the Ghana Card.

  As members of the Inter-Party Advisory Committee (IPAC), all political parties present in subsequent meetings have agreed on the new C. I to be passed so that the necessary changes could be made for more transparent and credible electoral processes.

Recall

The Chairperson of the EC, Jean Mensa, last Tuesday, briefed Parliament’s Committee of the Whole on the new draft of Public Elections (Registration of Voters) Regulations, 2022.

She told the House that the use of the Ghana Card as the source document to prove one’s identity would help to rid the electoral register of foreigners and help guarantee the integrity and credibility of the register.

66th Independence anniversary - 5 Parties call for economic liberation (Daily Graphic Mar - 06 - 2023 Page 18

FIVE political parties have called for aggressive development and action-oriented leadership to provide economic independence to Ghanaians.

It is the conviction of the five political parties that 66 years of political independence had not reflected in any meaningful economic well-being of the ordinary Ghanaian.

The political parties are the Convention People’s Party (CPP), the Progressive Peoples Party (PPP), the Liberal Party of Ghana (LPG), the People’s National Convention (PNC) and the All People’s Congress (APC).

The General Secretary of the CPP, Nana Yaa Jantuah; the National Chairman of the PPP, Nana Ofori Owusu, the Leader and Founder of the LPG, Percival Kofi Akpaloo, the General Secretary of the PNC, Janet Nabla, and the Founder of APC, Hassan Ayariga, made the call in separate interviews with the Daily Graphic on the commemoration of the country’s 66th independence anniversary, which falls today (March 6).

This year's celebration is on the theme “Our unity, our strength, our purpose." 

CPP 

Ms Jantuah said successive governments after Kwame Nkrumah’s regime had not lived up to the ideals of fostering economic liberation and financial independence.

She urged Ghanaians not to give up as there were chances of sailing through the current economic difficulties.

“Our spirit should not be broken, we should have hope in these difficult times," she said

Measures

Ms Jantuah called on the government to open up to the people by organising national dialogues to discuss the best ways to equitably share the burden of restoring the broken economy and to solicit solutions to transform the country’s economic challenges.

Aside from that, she said the government must also reduce the size of its appointees as a measure to reduce the strain on the public purse.

Beyond that, the general secretary said there must also be in place a Key Performance Indicator (KPI) to measure the performances of governments, adding: “So that if after a certain period, you are not able to achieve the targets, you will find your way out”.

She lauded the government for the operationalisation of the African Continental Free Trade Area (AfCTA), but advocated the need for all the bottlenecks, including currency, among other things, to be removed to ensure its success.

PPP

For his part, Nana Owusu said political independence must be used to pursue the economic development of the country for the benefit of all citizenry.

"True Independence must give competitive advantage to the Ghanaian without regard to their ethnic, religious, geographic or social standing," he said.

Governance 

Nana Owusu noted that the celebration of the day must be based on the collective prosperity of the citizenry but that had not been attained yet.

He urged Ghanaians to hold steadfast to the idea that the country would be better in the near future when good people get the opportunity to rule.

"Our form of democracy has deepened inequity, tribalism, an economy dependent on raw export of natural resources, witch-hunting of political "foes" and a wider gap between those who have and those who do not have," he said.

Nana Owusu, therefore, expressed the hope that alternative parties would join hands with the PPP to bring about the change required to deliver prosperity to the people.

"We must blend the energies of the pre-1966 and that of the youth who will forward match with us into the 21st Century," he stated.

LPG

For his part, Mr Akpaloo said the current economic challenges needed an action-oriented and solution-driven leadership to address the agony of the working class and ordinary people.

“It is high time we recognise the suffering of the workers and the masses and offer them a better condition of work and livelihoods,” he stated.

Values

He expressed regret that the majority of Ghanaians had only tasted political independence but were still under the shackles of socio-economic oppression.

Mr Akpaloo called on the government to create an environment where citizens felt and appreciated the founding values of the liberation struggle and make them the foundation of the society.

Mr Akpaloo said the recent threats of industrial actions upon the announcement of the Domestic Debt Exchange Programme (DDEP) and demonstrations from workers and some individual organisations in various sectors, clamouring for better working and living conditions was testimony that economic freedom and independence were fast diminishing in the country.

He said Ghana, which was rich with fertile arable lands and rich natural resources, deserved better governance and management of its resources.

“We envisage a Ghana free of corruption, deprivation, inequalities, repression and free of violence in our preparations towards the next general election,” he stated.

Elections

He also called on the authorities not to pay lip service to peaceful and non-violent elections in 2024.

He, therefore, urged the government to put in place practical modalities that would ensure a free and fair election.

“Political parties on the other hand must not preach peace by day and unleash monsters during night.

Government institutions also need to be non-partisan and not apply the law selectively,” he stated.

PNC

The General Secretary of the PNC, Ms Nabla, said after 66 years of independence, Ghana was still dependent on foreign goods, services and aid, a situation she said was retrogressing the progress of the nation.

She urged Ghanaians to reorient themselves on their perception regarding governance amid the world economic turmoil.

Ms Nabla said the prevalence of corruption and dishonesty in the country, could not be tagged to the politicians alone, but Ghanaians as a whole.

“We have concentrated our discussion on corruption so much on the politicians such that we have lost sight of the corrupt market woman, the civil servant, the public servant, the private sector, among several others, who are wallowing in gargantuan corruption that is dragging the country backward,” she said.

“When you fix the root causes, the politician will have no means to indulge in corruption, which is usually propelled by those from the root.

Our cry on the negative impacts of corruption as individuals shall continue until the person crying about corruption is incorruptible himself.

May we become incorruptible as individuals and as a whole as we celebrate the 66th Independence Day,” she said

APC

For his part, Mr Ayariga said 66 years after Independence, there were schools in Ghana where pupils in basic schools sit on the ground to write and receive lessons from teachers.

He said more than six decades after declaring independence, the healthcare system in Ghana was confronted with no bed syndrome and people’s inability to pay bills, adding that Ghana’s infrastructure, including roads.

AAG seeks partnership with MMDAs on nuisance billboards (Daily Graphic March 6, 2023 Page 17)

The Advertising Association of Ghana (AAG) has expressed its readiness to collaborate with the various metropolitan, municipal and district assemblies (MMDAs) to ensure the removal of all unlawfully erected billboards in the national capital.

According to the association, many parts of Accra continued to be dotted with unsightly and substandard billboards, causing a nuisance to the public, the Executive Director of the association, Francis Dadzie, told the Daily Graphic last Saturday, on the sidelines of the Operation Clean Your Frontage campaign.

The exercise was organised by the Greater Accra Regional Coordinating Council (GARCC), under the Greater Accra Must Work agenda, ahead of the 66th regional Independence Day celebration to be held in Tema.

Mr Dadzie said the AAG was ready to assist the various MMDAs to get rid of all billboards erected at inappropriate locations, which could be harmful to the public.

Support

As part of AAG’s commitment towards the Operation Clean Your Frontage campaign in the Tema Metropolis, Mr Dadzie said the AAG had donated more than 10 billboards, mounted at strategic locations in the Tema metropolis to support the minister’s campaign.

He added that the AAG produced jingles to go alongside the campaign and urged the residents to come out in their numbers to support the activities.

Mr Dadzie expressed the resolve of the AAG in sustaining the legacy of a clean community and urged the various MMDAs to partner the association.

“We want the various MMDAs to see the AAG as partners in development and work closely with us to check the illegal planting of billboards in the city,” he said, adding that when the city is clean and the economy is doing well, businesses, including members of the AAG, get the opportunity to engage in their businesses smoothly.

Mr Dadzie noted that there were a number of billboards dotted in the city illegally because some Assemblies had decided not to work with the AAG but rather resort to individuals who had no knowledge of industry standards and regulations.

According to him, Assemblies that worked with the AAG had a lot of revenue because the AAG, as the regulatory body for its members within the advertising industry, had what it took to ensure sanity and safety in the erection of those signage.

“The RCC knows the worth of the AGG and we hope that after these celebrations, they will impress on the assemblies to work with the AAG to increase their revenue and improve public safety to ensure that the landscape in the city is beautified,” he said

Health screening

Apart from the clean-up exercise, the GARCC, in collaboration with the Regional Health Directorate, organised a free health screening for residents of Tema.

A team of doctors and nurses who conducted the exercise screened the beneficiaries of illnesses such as malaria, diabetes, sugar levels, blood pressure, hepatitis, eye and dental diseases, anaemia and other health conditions.

They also received free consultations and drugs while others were enrolled onto the National Health Insurance Scheme.

The Metropolitan Chief Executive of Tema, Yohane Amarh Ashitey, commended the residents for participating in the clean-up exercise and for patronising the health screening programme

He advised the residents to take their health issues seriously and regularly go for check-ups as a preventive measure.

The Greater Accra Regional Director of Health Service, Dr Charity Sarpong, in an interview, said in the light of the outbreaks of Lassa Fever in the country, residents should maintain a clean environment and avoid contact with food or household items contaminated by rodents infected with the Lassa fever virus.

She called on citizens to practise good personal hygiene by frequently washing hands with soap under running water and visiting the nearest health facility when they notice any of the signs and symptoms, including fever, headache, sore throat and general body weakness, among others.

THE Member of Parliament for the Tema East Constituency in the Greater Accra Region, Isaac Ashai Odamtten, has supported 300 brilliant, needy students in his constituency.

The beneficiary students were drawn from across the constituency.

The students, who have gained admission into senior high schools (SHSs) were given a fully loaded ‘chop box’ of provisions including Gari, Sugar, carton of soft drinks, biscuit, a tin of milo, powdered milk and other essential supplies.

Mr Odamtten explained that the initiative, which was in collaboration with the East Educational Foundation, forms part of his efforts to enhance education in the area.

He underscored the importance of education and encouraged the beneficiary students to be motivated by the gesture to take their studies seriously while in school. He also urged them to study hard to become responsible citizens in their community.

Mr Odamtten said his priority as an MP was to empower the youth through education indicating that education was the key to human development, and also to ensure development in the Tema East Constituency, hence the decision to support the needy students.

He said his office would initiate a system to keep records and track the performance of the beneficiaries. 

Quality

The Chairman of the Tema East Educational Foundation, Richester Nii Armah Armafio, said his organisation was dedicated to improving the quality of life of children in the Tema Metropolis.

He called on beneficiary students to take advantage of the initiative to study hard in school to secure a brighter future.

Appreciation 

The Mankralo and acting President of the Tema Traditional Council Nii Adjetey Agbo II, commended the MP for Tema East for the gesture, stressing that it would motivate more JHS learners to study hard and achieve higher academic excellence for the society.

He advised the beneficiaries to justify the investment being made in them by their parents and be disciplined throughout their stay in school to enable them to achieve their goals in life.

The beneficiary students, who could not hide their happiness after receiving the support, thanked the MP for the gesture.

Ms Comfort Nartey and Edmund Kyei, both beneficiary students, said the support has come in timely to help them prepare for school.

They both pledged to let the gesture inspire them to focus on their education and excel at the end of their stay in SHS.

Former President and Chairman of the Board of Trustees of the Full Gospel Church International in Ghana, Most Rev. Samuel N. Mensah, has urged graduates not to depend on the government for jobs as they come out of school. 

He observed that most young people depended on the government for jobs even after obtaining tertiary-level education, thereby increasing the number of unemployed graduates.

Most Rev. Mensah gave the advice last Saturday at the launch of two books he had authored.

The books are “Are there really no jobs" and "10 non-negotiable qualities of leadership".

In "Are there really no jobs”, Most Rev. Mensah walks the reader through a true story of a curious social entrepreneur, Sulley Amin Abubakar, the Founder of Zaacoal — a green-waste-to-energy business — to empower, liberate and inspire young people to live their dreams, while in the other book, he espouses 10 principles based on the letters in the word leadership.

Right environment

Most Rev. Mensah called on the government to extend its support and policies to make it easier for young graduates to start a business.

He also called on the government to create the right environment to empower young people to create their own businesses right after school.

He added that the government must create a special tax regime for people who invested in start-ups to deal with the growing youth unemployment.

Most Rev. Mensah admonished young entrepreneurs and start-ups to develop a culture of networking and to move away from the perception of doing it all by themselves.

He said leveraging on the competencies of their networks would help them to scale up and position their businesses to grow, as well as hold grounds against an emerging crisis.

On leadership, Most Rev. Mensah said people were now living in a world full of disruptions, uncertainties and chaos, adding that if there was a time leadership was needed, “that time is now”.

"Because we cannot predict what is going to happen tomorrow, we need leadership that can take tough decisions and a leadership that listens," he said.

He expressed the hope that the principles espoused in his book would help to shape the minds of people in leadership positions.

The city of Tema is located 25 kilometres east of Ghana's capital, Accra. It is the first point where the geographical Greenwich Meridian, technically known as Longitude Zero degrees, cuts through the country.
It is the country’s only true well planned community around an integrated industrial hub, with provisions made at the time of its construction or expansion. The provision has served its purpose since until recently when the industries have chocked the Tema Industrial Area.
However, the timely intervention in the late 1990s to set up a new industrial zone, the Free Zones Enclave, has revived and also sustained the plan to make Tema an industrial city.

Humble beginnings
Tema was a modest fishing community up until 1952, when the government made the decision to establish a deep harbour there. In the early 1950s, the then Gold Coast government made the decision to construct a new sea port to service Accra and the Eastern Region of the nation in order to relieve the strain of intense economic activity on the Takoradi Harbour, the only deep-water port at the time.
The government also chose to build a new contemporary township in Tema to house the many employees that will work with the industries.

Early settlement
According to Nii Amarh Sompunu II, the Stool Secretary of the Tema Traditional Council (TTC), told the Daily Graphic that the people of Tema are descendants of the Ga people, who came from the Middle East to the south and eventually settled in the Greater Accra Area.
The lagoons and river bodies were all considered to be gods, he said, therefore in their own wisdom, the people chose to dwell in the area between the Sakumo and the Chemu lagoons. 
Nii Sompunu said the people believe in the presence of lower gods.
The Tema Stool Secretary recounted that should someone try to attack them, they would have to defend themselves against the Sakumo to the west and the Chemu lagoon to the east.
Nii Sompunu said the plan was that any potential attackers to have to deal with the gods of the Sakumo and Chemu lagoons before they could reach the people.
He said farming and fishing were the primary jobs of the people. Therefore, when the government of Kwame Nkrumah decided to build the harbour in Tema to create a new entrance to Ghana, the administration at the time conducted a feasibility study from the Volta Region up to the Western Region and discovered that the cost of building the harbour would be higher than they had originally anticipated.
So, it became necessary for the government to acquire larger amounts of land. As a result, Tema, Kpone, and Nungua together lost 63 square miles to the Tema Acquisition Area (TAA).
According to Nii Somponu, the situation required the government to relocate the residents of Tema, therefore, the entire Township was transferred to the current Tema Manhean to make room for the harbour's development and the associated businesses.
He claims that while doing so, the authorities realised that, if the people truly believed in the two lagoons' legendary abilities they should be divided alongside with the Chemu Lagoon and the Gao Lagoon.
The residents of Tema were, thus, relocated from the first town to a new one, and as a result they lost all of their lands to the new port and industry. 
According to him, a buffer was also built along the Gao Lagoon to separate the industries from the new township created.

The birth of TDC

Dr Kwame Nkrumah saw Tema as an industrial appendage to Accra, freeing up space and relieving the capital of its gritty industries along with congestion.
The plan was to build a new port city, complete with innovative and improved housing at the highest standards.
The Tema Development Corporation (TDC) building was, therefore, one of the early architectural constructions modelled after the English New Town administrative bodies. 
Tema was part of a wider industrialisation project that included a new aluminum smelting plant that served as and hydroelectric power station on the Volta River. 
In 1952, the decision was taken to build a brand new harbour as part of the larger Volta River Project.
The English planner, Alfred Alcock, designed what looked like a typical English New Town, consisting of seven neighbourhoods aimed at accommodating a total population of 50,000.
In 1960, Dr Nkrumah hired Constantinos Doxiadis, a Greek planner, to speed up and rationalise the urban plan.
The TDC’s Protocol and Administrative Officer, Ian Okwei, told the Daily Graphic that the Tema Master Plan was developed based on the ‘community neighborhood’ concept to promote social cohesion and socio-cultural satisfaction among the various ethnic groups.
The TAA was divided into Land Uses/zones such as residential, commercial, industrial, agricultural, civic and cultural.

Factories
The city and its industrial appeal gave birth to the only expressway in the country, the Tema – Accra Motorway.
Other industrial concerns Ghana Foods Complex (GHAFCO), GMC Floor, Ghana Cement, GIHOC Paint, included  Lever Brothers now Unilever, the Tema Fishing Harbour and the Tema Drydock.
There was also Ghana Textiles Production Company (GTP), the Ghana Textiles Manufacturing Corporation (GTMC), the State Construction Company (SCC), the UAC, which had many subsidiaries, the Meat Processing Factory, the Ghana Printing and Publishing Company, which is now Assembly Press operating in Accra, a vehicle assembly plant that assembled cars such as Bedford, and Firestone that was in the sales of tyres.
The hospitality and recreational facilities included Site 14 Square, where seafarers (seamen) would mostly converge when they stepped ashore, the Meridian Hotel, which was completed much later, the Mariners and VALCO Club House Junior and Senior.

TDC’s new mandate
Mr Okwei explained that after a series of amendments, TDC has been converted into a Limited Liability Company and their mandate enhanced to include expanded operational and geographical scope beyond the TAA.
He noted that with population growth and increased human activity, Tema was facing numerous challenges, such as aging communities, population explosion, deterioration and breakdown of infrastructure, urban blight, encroachment on public spaces, high incidence of illegal construction, high housing deficit and exhaustion of land bank.

State of affairs
The Stool Secretary of the TTC, Nii Sompunu II said although Tema was made an industrial hub of Ghana post independence, the move had impacted negatively on the indigenous people of Tema.

 

He posited that although the city through the ports and industries had contributed its quota to the economy of Ghana since the days of independence, the indigenous people seem not to have directly benefitted.
Nii Sompunu expressed concern about TDC Development Company Limited's intrusion into lands reserved for traditional occupations such as farming and future expansion of the indigenous people of Tema. 
He said already lands in most communities originally belonging to the Stool and developed by TDC have been sold to individuals without recourse to the TTC and the Council was unhappy about such development.

City of choice loses shine
A former employee of Ghanaian Italian Petroleum Company (GHAIP), now Tema Oil Refinery, Joseph Ayitey, said Tema was once seen as a desirable place to live due to its planned residences and social amenities. 
However, the city is now losing its shine due to illegal developments, such as slums and other illegal developments. Mr Ayitey called on city managers to address those issues.

Challenges

Tema was the only planned city in Ghana and the second in the West Africa, but it is beset with population growth and its attendant challenges that have conspired to taint its lush and beauty. 
The Tema central sewerage system, which was constructed more than 50 years ago, is now a major challenge to city managers, and the Tema Metropolitan Assembly (TMA) has signed a Memorandum of Understanding (MOU) with the City of Aarhus in Denmark for an Urban Water Management project to address challenges of wastewater management from both households and industries.

Roads
The haphazard manner in which articulated trucks are parked along major streets in the metropolis has become a source of concern for road users. 
These trucks are mostly parked on the shoulders of the roads near the Tema Toll Plaza enclave and adjoining communities, posing a danger to other road users and the damage caused to the road. 
That is not all, the roads along the old harbour areas such as the Golden Jubilee Terminal, are almost always chocked with parked cargo and articulated trucks.
To curb the growing risks, the Greater Accra Regional Minister, Henry Quartey, has issued an ultimatum to haulage drivers to remove trucks parked at unauthorised places or risk being towed.

Health
The Tema General Hospital is another important installation in the city established in 1954. It serves as the referral centre for other health posts in the South-Eastern part of Greater Accra. 
It is the health sanctuary for residents of Ada, Dodowa, Ashaiman, Teshie-Nungua and beyond. 
Over time, there has been a need to construct a modern hospital on the vast land on which the current facility is located. Recently, under the government’s policy of upgrading hospitals across the country and improving access to meet the Sustainable Development Goal (SGD 3), the facility is being upgraded to a 400-bed hospital to enhance access to healthcare for residents of Tema and Ghanaians within the enclave. 
To redevelop the metropolis into a modern model city, TDC has also initiated a Redevelopment and Urban Renewal Programme across the TAA to improve the urban environment of the city and help address the aforementioned challenges.

Housing

The TDC in bid to address the housing needs of the people has already constructed four blocks of eight-storey flats under its in-filling project at Tema Community One site three. 
The project is in line with objectives of the Housing Policy to promote housing schemes that maximise land utilisation and accelerate home improvement.
Mr Okwei said the company had been managing the development of the city for over 70 years and is engaged in site and serviced schemes under which lands are improved with utility services for residential, commercial and industrial and other complementary land uses. 
It also has a House Ownership Scheme (HOS) where houses are constructed and sold to individuals.
Mr Okwei said the high level of housing deficit provided great opportunity for the real estate industry and TDC's new direction with regards to redeveloping and regenerating the TAA since the city had a high potential and opportunity for growth in the built environment Industry.
